Eligibility: The Four-Year Foundation
The primary requirement for Indian applicants is a continuous four-year period of residence in Finland held on a Type A (Continuous) Residence Permit. This type of permit is typically granted for long-term employment, entrepreneurship, or family ties. Crucially, the clock for these four years only ticks while you hold a Type A permit; time spent on student visas or short-term Type B permits does not count.
Applicants must also prove they were physically present in Finland for at least two of those four years, with all absences documented. Beyond residency, candidates must have a clean criminal record, must not rely on social welfare, and must possess valid health insurance.
While the PR itself has no income requirement, obtaining the initial Type A work permit does. The most common route requires a job offer with an annual salary of at least €40,000 (approximately ₹41.3 lakh). Finland also provides alternative pathways for highly qualified individuals, such as those with a recognised postgraduate degree and two years of professional experience. Another unique route is available for those who achieve C1 level proficiency in Finnish or Swedish and have three years of employment history in the country.
Application Process
The journey begins in India with securing a Type A residence permit, usually through a job offer. The application is submitted online via the 'Enter Finland' portal or in-person at a VFS Global center. Once in Finland, the applicant must maintain their permit and residence continuously for the four-year qualification period.
As this period concludes, the permanent residency application can be prepared. Key documents include passport copies, proof of residence, salary slips, and a record of all travel outside Finland. The application is submitted online before the current permit expires, followed by an in-person appointment at a Migri service point for biometric data collection. The decision can be tracked online, and upon approval, a biometric PR card is issued.
