White House releases Gaza peace plan as Trump meets Netanyahu

US President Donald Trump has released a 20-point comprehensive plan aimed at ending the ongoing conflict in Gaza. The plan includes provisions for economic development, guided by a "panel of experts," and the creation of a special tariff zone to support reconstruction and stability in the region.

The announcement comes amid ongoing international efforts to broker peace between Israel and Hamas, with Trump emphasizing the plan’s goal to bring lasting security and economic growth to Gaza.

Let's have a closer look at the 20-point plan:

  1. Gaza will be a deradicalized, terror-free zone that does not threaten its neighbors.
  2. Gaza will be redeveloped to benefit its people, who have suffered greatly.
  3. If both sides agree to this proposal, the war will immediately end. Israeli forces will withdraw to the agreed upon line to prepare for a hostage release. During this time, all military operations, including aerial and artillery bombardment, will be suspended, and battle lines will remain frozen until conditions are met for the complete staged withdrawal.
  4. Within 72 hours of Israel accepting the agreement, all hostages, alive and deceased, will be returned.
  5. After hostages are returned, Israel will release 250 life-sentence prisoners and 1,700 Gazans detained after October 7, 2023, including all women and children. For every Israeli hostage returned, 15 deceased Gazans will also be released.
  6. Hamas members who commit to peaceful coexistence and decommissioning weapons will receive amnesty; those wishing to leave Gaza will be provided safe passage.
  7. Full aid will be sent immediately to Gaza, including rehabilitation of infrastructure, hospitals, bakeries, rubble removal, and road reopening, consistent with the January 19, 2025, humanitarian agreement.
  8. Aid and distribution will proceed without interference from either party, through the UN, Red Crescent, and other international institutions; Rafah crossing will follow the January 19, 202,5 mechanism.
  9. Gaza will be governed temporarily by a technocratic, apolitical Palestinian committee overseeing public services and municipalities, supervised by the Board of Peace led by Trump and other international experts, including Tony Blair. This body will manage redevelopment until the Palestinian Authority completes its reform program.
  10. A Trump economic development plan to rebuild and energize Gaza will be created by convening a panel of experts who have helped birth some of the thriving modern miracle cities in the Middle East.
  11. A special economic zone will be created with preferred tariff and access rates negotiated with participating countries.
  12. Residents will not be forced to leave Gaza; those who wish to leave may do so and return freely.
  13. Hamas and other factions will have no role in governance, and all military, terror, and offensive infrastructure will be destroyed and permanently decommissioned. Gaza will pursue peaceful coexistence and economic development.
  14. Regional partners will guarantee Hamas and factions comply, ensuring Gaza poses no threat to neighbors or its people.
  15. The International Stabilization Force (ISF) will be deployed in Gaza to train and support Palestinian police, secure borders, and facilitate aid and reconstruction. Jordan and Egypt will provide consultation.
  16. Israel will not occupy or annex Gaza. The IDF will progressively withdraw as the ISF establishes control, with a security perimeter remaining until Gaza is secure.
  17. In the event Hamas delays or rejects this proposal, the above, including the scaled-up aid operation, will proceed in the terror-free areas handed over from the IDF to the ISF.
  18. An interfaith dialogue process will promote tolerance, peaceful coexistence, and change narratives between Palestinians and Israelis.
  19. Gaza redevelopment and PA reforms may eventually create a pathway for Palestinian self-determination and statehood, fulfilling the aspirations of the Palestinian people.
  20. The US will facilitate Israel-Palestinian dialogue to establish a political horizon for peaceful and prosperous coexistence.
