The government’s move to garner funds for PM CARES fund from private sector with low disclosures makes CSR activity look like political donations
The contribution by the state-run oil major comes at a time when India is experiencing an uptick in Covid-19 cases.
PM Modi chaired a meeting of the Board of Trustees of the PM CARES Fund on Tuesday during which a presentation was made on the various initiatives undertaken with the help of PM CARES Fund, including the PM CARES for Children scheme which is supporting 4,345 children, a statement issued by the Prime Minister's Office (PMO) said.
The disbursal included Rs 1,000 crore for migrant welfare and over Rs 1,392 crore for procurement of Covid vaccine doses.
The PM-CARES FUND bears our national emblem, but the central government has insisted that it is not a government fund, leaving us all confused, the West Bengal CM said.
An affidavit filed by an Under Secretary at the Prime Minister’s Office (PMO) who is discharging his functions in the PM Cares Trust on honorary basis, has said the trust functions with transparency and its funds are audited by an auditor -- a chartered accountant drawn from the panel prepared by the Comptroller and Auditor General of India.
"We established temporary hospitals specific to COVID-19 in many cities (during the second wave). These are modular hospitals, we call it flying hospitals, and these have been made in a way that the virus does not go out of hospitals," DRDO chief C Satheesh Reddy said.
The 500 new PSA oxygen plants sanctioned under PM Cares Fund are in addition to the earlier sanctioned 713 PSA plants under this fund, the statement added.
"I have been following the continuing challenge that the Covid-19 pandemic has been posing across the world, including in India, with concern," he said in a statement.
The PMO tweeted that the 500-bed hospital at Bihta, Patna, will be inaugurated on August 24, and the 500-bed hospital at Muzaffarpur will be inaugurated very soon
From March 27-31, 2020, Rs 3,076.62 crore was been collected under PM CARES Fund, according to the official website.
Supreme Court observed that PM Cares Fund is an "entirely different fund."
Justice Navin Chawla, who conducted the hearing through video conferencing, was told by Solicitor General Tushar Mehta, who represented PMO, that he will file a response explaining why this petition should not be entertained.
Since its launch in late March after India went into a lockdown, concerns about transparency have been expressed about the PM-CARES Fund and questions raised about the need for such a platform when mechanisms to render relief with people's help already exist and also meet transparency norms.
Under the Companies Act, 2013, the CSR rules make it mandatory for large Indian firms to set aside at least 2 percent of their average net profit for socially responsible expenditures.
The case has been registered under Sections 153 and 505 (1)(B) of the IPC, which relate to wantonly provoking people and inciting them to commit offence against any other class or community.
Prashant Verma, general secretary, National Association for the Blind, says he could just pay 65 percent salary to his employees in the last two months due to financial crunch and if no fresh donations are made he does not have any money to pay his 120 staff members this month.
The total estimated contribution would be around Rs 5,500 crore if majority of the armed forces personnel and employees of the ministry including from the defence public sector undertakings decide to go for it, they said.

The employees of the bank have decided to give up their one-day salary and two days of leave encashment to contribute towards the fund, a release said.
The money will be contributed to the PM Citizens' Assistance and Relief in Emergency Situation (PM-CARES) fund, it added.
This contribution will be made to the central as well as other emergency state relief funds, the company said in a statement.
The employees of the NSE Group are also separately contributing one day's salary towards the PM-CARES Fund for this purpose, a release said.
