The steering committee was formed in place of the working committee, the highest decision-making body of the party, after Kharge took charge as the new chief last month.
"Congress president Mallikarjun Kharge will engage with opposition parties not just as the president of the Congress party but also as the Leader of Opposition in Rajya Sabha," AICC general secretary, communications, Jairam Ramesh said when asked about Kharge.
Kharge, 80, takes charge of the party at a time when it faces a tough challenge from a formidable BJP led by Prime Minister Narendra Modi which has ousted the Congress from many states.
Kharge defeated Thiruvananthapuram MP Shashi Tharoor in a direct contest for the top post in the grand old party after the Gandhis opted out of the race.
"We have to unitedly fight against the fascist forces that are attacking the democratic institutions under the garb of communalism," Kharge, who bagged 85 percent votes, said

Kharge won by a landslide, bagging 7,897 of 9,385 votes cast. However, those backing his rival Shashi Tharoor allege there was voter fraud during balloting in Uttar Pradesh.
After 22 years, the Congress is all set to witness a contest for the party president post with senior leaders Mallikarjun Kharge and Shashi Tharoor pitted against each other to lead the Congress with new vigour in a bid to defeat the Bharatiya Janata Party in 2024 Lok Sabha polls.
The last electoral contest for the top post of the party took place in 2000 when Jitendra Prasada had suffered a crushing defeat at the hands of Sonia Gandhi.
His remarks comes a day after Kharge said he conveyed to Tharoor that a consensus candidate would be better, but the Lok Sabha MP insisted on a contest for the "sake of democracy".

Gehlot became the first person to announce his candidature for the AICC presidential poll on Friday and said former president Rahul Gandhi has told him that no one from the Gandhi family should become the next party chief.
With Shashi Tharoor likely to be the second contender and the names of several others also doing the rounds for joining the fray, Gehlot said the aim should be that all Congress members work together after the poll to strengthen the party.
Gehlot also hinted that he would like to continue as the chief minister but suspense continued over whether he would stay on or get a person of his choice to helm the Rajasthan government, or the post would go to his bete noire Sachin Pilot.
Once the nomination is signed and handed over to the Chief Returning Officer, they will get the entire list of the delegates.

The demand for a full-time Congress chief has been pending since the party's debacle in 2019. Rahul Gandhi, who took over the post from his mother Sonia Gandhi in 2017, stepped down after the 2019 defeat.
