The United Kingdom has unveiled a comprehensive overhaul of its visa regulations aimed at reducing rising immigration levels and ensuring better integration of newcomers. The measures, approved by Parliament, will impose stricter English language requirements, increase financial thresholds, and raise visa-related fees for skilled workers and international students.
From January 8, 2026, all applicants for skilled worker and student visas must pass a Secure English Language Test (SELT) conducted by a Home Office-approved provider. The assessment will evaluate speaking, listening, reading, and writing abilities, requiring B2-level proficiency, which corresponds to the level of a Class 12 student.
Home Secretary Shabana Mahmood said the move is designed to ensure that newcomers can "fully participate in British life." She added, "Our country will always welcome those who contribute, but language is key to integration. If you wish to come to the UK, you must be able to communicate effectively and pass the required test."
These language requirements are part of a broader set of reforms outlined in the Immigration White Paper released in May. Officials said the measures would streamline the visa system, tighten entry norms, and ensure that skilled migrants can make a meaningful contribution to the UK economy.
Impact on Indian students
The changes are expected to significantly affect Indian students, one of the largest groups of international applicants to the UK. From January 1, 2027, the Graduate Route Visa, which currently allows graduates to remain in the country for two years after completing their studies, will be reduced to 18 months. PhD graduates, however, will continue to have a three-year period to find employment.
UK Minister Mike Tapp explained the rationale for the change, saying, "We want international graduates to make a real contribution to our economy, not merely extend their stay." He noted that data suggested many graduates were not securing high-level jobs after completing their studies.
Higher financial requirements for students
Financial criteria for student visas have also been tightened. Beginning with the 2025–26 academic year, applicants must demonstrate higher living expenses. Those studying in London will need to show £1,529 per month, up from £1,483. Applicants outside London will need £1,171 per month, up from £1,136.
The Immigration Skills Charge, a levy paid by employers sponsoring foreign workers, has been increased by 32 percent. Small businesses and charitable organisations will now pay £480 per employee per year, up from £364. Medium and large employers will be charged £1,320, up from £1,000. According to the Home Office, the funds collected through this levy will be used to train the domestic workforce.
The UK government has justified the measures as necessary to manage the growing number of foreign workers and students. Officials say the surge has put pressure on jobs, housing, and public services. The stated objective is to allow only qualified individuals with sufficient language skills to enter and settle in the country.
