With over 7,000 islands, crystal-clear waters, dramatic volcanoes, and some of the world’s friendliest locals, the Philippines has long been a dream destination for beach lovers and adventure seekers alike. From island-hopping along palm-fringed shores to diving into vibrant coral reefs and exploring centuries-old cultural heritage, it offers an unforgettable tropical escape. In 2024 alone, the country welcomed more than 14.7 million international tourists.

Yet despite its growing popularity and postcard-perfect appeal, the Philippines has now earned a startling new title: the world’s most dangerous country for travelers in 2025.

According to a newly released Global Travel Safety Index by HelloSafe—a financial comparison platform that analyzed 35 objective indicators—the Philippines tops the danger list with a score of 82.32 out of 100. The ranking comes as a surprise to many, especially those who’ve experienced the warmth and hospitality of the islands firsthand.

The Science Behind the Ranking

HelloSafe’s index evaluates countries on the basis of:

  • Natural disaster risk
  • Crime and violence
  • Armed conflict (internal or external)
  • Health infrastructure
  • Level of militarization

The Philippines scored poorly due to what the report calls "high levels of violence within society", compounded by concerns about law enforcement, regional insurgencies, and limited emergency medical services in some areas. Despite being one of Southeast Asia’s fastest-growing tourism markets, these underlying safety issues have weighed down its global reputation.

Who Else Made the Danger List?

Trailing the Philippines are Colombia (79.21) and Mexico (78.42)—both countries with longstanding issues related to drug cartels, kidnappings, and violent crime. India, with a score of 77.86, ranks fourth due to recent regional tensions and internal unrest, while Russia (75.65), embroiled in ongoing conflict with Ukraine and political instability, rounds out the top five.

Other nations identified as high-risk include:

  • Yemen and Somalia, due to war and humanitarian crises
  • Mozambique and Pakistan, plagued by insurgency and terror threats
  • Indonesia, which, while relatively stable in tourist hotspots like Bali, still faces natural disaster threats and patchy safety infrastructure in remote areas
And Yet, Tourists Keep Coming

Interestingly, these alarming stats haven’t stopped travelers from booking trips. In fact, the Philippines continues to draw backpackers, digital nomads, and families alike.

Strengthening its appeal further, the country recently announced visa-free entry for Indian travellers holding valid visas from the US, UK, Canada, Schengen area, Australia, or Japan, allowing stays of 14 to 30 days. This move is expected to boost inbound tourism from India—one of the world’s fastest-growing travel markets—even as the country’s safety ranking raises eyebrows.

Should You Cancel That Trip?

Not necessarily. While these rankings highlight national-level concerns, many popular tourist destinations within these countries remain relatively safe—especially when travelers stick to well-known areas, avoid risky neighborhoods, and stay informed.

In the case of the Philippines, destinations like Palawan, Siargao, and Bohol continue to be favored for their laid-back charm and generally safe environments. However, travelers are urged to remain cautious, avoid certain regions known for conflict, and take standard safety precautions.

It’s a paradox: a country rich in beauty, biodiversity, and culture—but burdened by deep-rooted security concerns. The Philippines, with all its promise as a tropical haven, now stands at the top of a list no nation wants to lead.

Whether you're planning a trip or just keeping an eye on global travel trends, this new ranking is a timely reminder—paradise can sometimes come with hidden risks.
