In a historic development, India and Bhutan are set to roll out their first-ever cross-border railway links, marking a major milestone in the bilateral ties between the two nations. The groundbreaking announcement, made on September 29, 2025, paves the way for seamless rail travel and enhanced trade opportunities between India and its Himalayan neighbour.
The two approved routes—Kokrajhar–Gelephu in Assam and Banarhat–Samtse in West Bengal—will for the first time allow passengers to board a train in India and travel directly into Bhutan. The announcement was made by Foreign Secretary Vikram Misri and Railway Minister Ashwini Vaishnaw, who emphasized the strategic and economic significance of the project.
“Promised & delivered – India & Bhutan to establish two cross-border rail links (89 km | ₹4,033 Cr). This milestone will unlock new economic opportunities, strengthen connectivity, and deepen India–Bhutan ties,” Railway Minister Ashwini Vaishnaw shared on X (formerly Twitter).

The project, costing approximately Rs 4,033 crore, will integrate Bhutan into India’s extensive 150,000 km railway network, offering a “significant advantage of the network effect,” according to Indian officials. Both passenger and freight services—including high-speed Vande Bharat trains—will operate on these lines, equipped with upgraded signalling technology for efficient and safe travel.
Route Details and Construction Plans
Kokrajhar–Gelephu (69 km): The larger of the two projects, this stretch will feature six stations, two viaducts, nearly 100 bridges, and 40 underpasses, with a construction timeline of four years. Gelephu, envisioned as a “Mindfulness City” under Bhutanese King Jigme Khesar Namgyel Wangchuck, is expected to witness faster passenger and freight movement upon completion.
Banarhat–Samtse (20 km): The shorter line will include two stations, 25 bridges, a flyover, and 37 underpasses, with construction expected to finish in three years. Samtse, emerging as an industrial hub, will benefit from increased connectivity via Banarhat.
Strengthening India–Bhutan Ties
The announcement comes alongside broader bilateral cooperation, with both nations reviewing the progress of Bhutan’s 13th Five-Year Plan. Projects supported by India—including hydropower initiatives, urban infrastructure, healthcare, and connectivity schemes—are advancing steadily, bringing tangible benefits to Bhutanese communities.
During the visit, an Inter-Governmental MoU was signed in Delhi, formalising the railway plans. The discussions highlighted the long-standing trust, goodwill, and close people-to-people ties between the two countries. India has committed over Rs 10,000 crore (INR/Nu. 100 billion) in support for Bhutan’s development agenda, covering high-impact community development projects, economic stimulus programmes, and budgetary assistance.
The next Development Cooperation Talks are expected to take place in Thimphu, further cementing the friendly and collaborative spirit between the nations.
With these new rail links, travellers and traders will soon experience a faster, smoother, and more connected journey between India and Bhutan, opening doors to cultural exchanges, tourism, and economic growth.
