The Boulevard Road railway colony land in Delhi's civil lines area has an approximate area of 2.156 hectare (21,568.35 sqm) and it will be leased for 99 years with a reserve price of Rs 318 crore. The pre-bid meeting will be conducted on July 19 and the last date of submission of e-bid is August 23, 2024.
This will be the government’s fifth attempt to redevelop the iconic station since 2002-03. Bidders are reported to have quoted much higher amounts than the allotted cost in earlier tenders. The station will cover an expanse of 1.5 crore square metres under the proposed revamp.
The Railway Land Development Authority failed in its goal to develop railway land for commercial use, according to the Lok Sabha Public Accounts Committee, for a number of reasons.
This is the second time RLDA has held a pre-bid meeting for the redevelopment of Ahmedabad Railway Station after the earlier tender for the redevelopment of the station was scrapped by RLDA in May.
The pre-bid meeting for the new tender has been set for July 18 and last date to submit bids for the tender has been set as September 5. Technical bids for the tender will then be opened on September 8 and the site visit will be carried on July 6, as per the tender document issued by RLDA.
The new tender will also be an engineering, procurement, and construction (EPC) contract instead of a public-private partnership that the government was earlier considering.
Developers who attended the pre-bid meeting and expressed interest in the land parcel include DLF Ltd, Omaxe Ltd, Godrej Properties, Bharti Realty, GMR Group, Jindal Realty and Birla Estates

"With the growth in e-commerce across the country, demand for warehousing space is at an all-time high. The proposed site will be an ideal location for big e-commerce companies to set up warehouses to meet the ever-increasing logistics demand,” RLDA vice-chairman Ved Parkash Dudeja said.

The 88,300 sq. m site is suitable for the development of premium residential complex alongwith retail, high-end hotel and a multiplex.
The sites offered for bidding include Lucknow Railway Station Redevelopment, Boulevard Road Colony in Delhi and a land parcel at Salt Golah in Howrah in West Bengal
In the next stage RLDA will float the Request for Proposal (RFP) for selected participants who get qualified in the technical process.
The objective of the initiative is to engage with stakeholders such as leading international real estate developers, infrastructure players and financial institutions from advanced geographies such as Europe, Australia and South Asia.
The proposed station redevelopment project includes a revolving restaurant atop the tower with a 360-degree view of the Doon Valley.
The RFQ/RFP for the project is expected to be floated in next six months in which all the parameters for the redevelopment will be made available to the developers
The project also offers residential development of 8.5 acres which will be leased by RLDA.
The land parcel holds potential due to the development of Aurangabad Industrial City as a part of the Delhi-Mumbai Industrial Corridor
The project comprises the core component of redevelopment of a railway colony spread across 9,428 sq m and commercial development of 15,161 sq m
The objective of the redevelopment is to upgrade the station in line with the current requirements. Consultancy tenders have been floated to access the project cost and working out feasibility of the project, sources said.
Companies such as SNCF, Arabian Construction Company, GMR, Adani participated in the meeting; total cost of project, to be completed in around four years, is estimated at Rs 6,500 crore.
The plot ideal for mixed-use development will be leased for 99 years. It's reserve price is Rs 90 crore.
Private players will redevelop an area of 5 lakh square metres at the New Delhi station and another 2.6 lakh square metres, surrounding it for commercial purposes.
The 89,032 sq. m site is suitable for the development of riverfront luxury tourism and water sports hub.
