The Delhi Development Authority (DDA) would launch its biggest ‘Festival Special Housing Scheme 2023’ to offer about 32,000 newly constructed flats, including luxury apartments and penthouses, in different categories. The flats will be located in Dwarka, Loknayak Puram and Narela.
Registration for the scheme will start from next week and the date will be announced soon, DDA officials said. This report will be updated after the announcement.
The DDA approved the festival special housing scheme at its board meeting on November 15.
This is for the first time that the DDA would be offering more than 1,100 luxury flats, including penthouses, in Dwarka sector 19B, overlooking the upcoming Golf Course.
A DDA official said that it is the biggest housing scheme being launched by the authority. “Prior to this, DDA had offered 5,600 to 18,000 flats,” the official told Moneycontrol.
He said people can apply for the scheme and buy a DDA flat even if they already own a house in Delhi.
In July 2023, the authority had launched a housing scheme, offering 5,623 flats. Prior to that, in 2021, it had offered 18,000 flats. Similarly, in 2019, the DDA launched a scheme with 18,000 flats, and, in 2017, it offered 12,000 flats under different categories.
Here are five things to know about the latest housing scheme:
Prices
The reserve prices of penthouses and SHIG flats will start from Rs 5 crore and Rs 2.5 crore, respectively. The HIG apartments will be priced at about Rs 1.4 crore. The reserve prices of MIG flats are likely to start from around Rs 1 crore. The prices of EWS flats will start from Rs 11.5 lakh while LIG flats will be priced at Rs 23 lakh. The final prices may change at the time of the formal launch.
Category and location of flats
The scheme will include flats in all categories -- super high-income group (SHIG), HIG (high-income group), MIG (middle-income group), LIG (low-income group), and EWS (economically weaker section).
Under the scheme, the DDA is offering flats in Sector 14 and 19B in Dwarka, Loknayak Puram and Narela areas. Luxury flats are being offered only in Dwarka Sector 19B under SHIG and HIG categories while MIG flats will be offered only in Dwarka Sector 14 and Loknayakpuram. The LIG and EWS flats will be offered in Narela, Loknayakpuram and Sectors 14 and 19B of Dwarka.
Number of flats
There are around 32,000 flats on offer. Besides, 316 MIG flats are being offered in Dwarka Sector 14 and 647 apartments in Loknayakpuram. As many as 728 flats for the EWS are being offered in Dwarka Sector 19B and 316 LIG, and 1,008 EWS flats in Dwarka Sector 14.
As many as 224 EWS units and 28,000 flats under different categories will be put on sale in Loknayakpuram and Narela, respectively. The flats in Narela will be offered in different phases.

Mode of allotment
The flats will be allotted through e-auction and on a ‘First Come First Served’ (FCFS) basis.
The flats being offered under the luxury segment, which includes SHIG and HIG categories, and the mid-segment (MIG) located in Dwarka Sectors 19B, 14 and Loknayakpuram, will be allotted through e-auction. EWS and LIG units will be allotted through the FCFS mode.
How to apply
The entire process -- from application to allotment and possession details -- will be done through the online mode at DDA website dda.gov.in/eservices.dda.org.in. After registrations are open, interested applicants will have to visit the official DDA website and log in using their PAN and other details. They can book a flat of their choice in preferred localities and floors instantly by paying the booking amount.
