A liquor contractor in Rohtak filed an official police complaint alleging a senior police officer was attempting to extort Rs 2.5 lakh from him per month, just one day before the implicated officer, IPS officer Y Puran Kumar, died by suicide, according to a TOI report.
The complaint, lodged at the Urban Estate Police Station on October 6, 2025, paints a troubling picture of systemic pressure.
The contractor, who is under police protection due to threats from criminal gangs, alleged that a head constable, identifying himself as Sushil Kumar, contacted him in June. The constable purportedly claimed to be a “close aide” of the then Rohtak Inspector General (IG), Y Puran Kumar.
According to the TOI report, the situation escalated on July 9 when the contractor was summoned to a meeting. It was there, in his office, that Head Constable Sushil Kumar allegedly made the direct demand for a monthly payment of Rs 2.5 lakh. The payment was described as a “mangthi” – a local term for an illicit levy.
The complainant stated that when he tried to explain the competitive and precarious nature of his business, the head constable was unmoved.
The demand was coupled with a stark warning: failure to comply would result in false cases of liquor smuggling being filed against him.
“I explained the competitive situation in my business and the threats I face from criminals, but he pressurised me strongly and said that IG Sahib Y Puran Kumar would give full support,” the contractor stated in his complaint, as per TOI.
Adding a layer of credibility to his claims, the contractor has submitted what he alleges are voice recordings and CCTV footage to the police as evidence.
The complaint also details the contractor’s ongoing security concerns, noting that associates of the notorious Himanshu Bhau gang, who have reportedly invested in liquor contracts, continue to pose a threat to his life.
Officials at the Urban Estate Police Station have confirmed that the complaint was formally received and that an investigation is now underway.
The timing of the allegation has sent shockwaves through the Haryana police establishment. All attempts by TOI to contact IG Puran Kumar and Head Constable Sushil Kumar for a response prior to the former's death were reportedly unsuccessful.
