WhatsApp fake challan scam: How scammers are using mParivahan’s name to trick users into paying bogus fines

A fake WhatsApp account posing as mParivahan is sending fraudulent traffic challan messages to users, urging them to download malicious apps and pay fake fines.

A new scam has surfaced on WhatsApp where fraudsters are impersonating the official mParivahan service to send fake traffic challan messages. Several users have reported receiving messages from numbers falsely claiming to represent the “Traffic Enforcement Department” or “e-Parivahan”, demanding payment for fabricated violations.

One such message from the number +91 82177 88085 claims the recipient jumped a red light and owes a fine of Rs 1,000. The message includes a fake challan number and a link prompting the user to “download an app” or “check details” — both of which are malicious.

How the scam works
The message mimics an official notice format, mentioning “Traffic Violation Notice,” “Challan Number,” and “Legal Proceedings.”

The scammers urge victims to download an app or click a button to “view photographic/video evidence,” which actually redirects to a phishing or malware site.

The scam also tries to appear legitimate by using phrases like “This incident has been documented and is subject to legal proceedings” and by claiming to be an auto-generated message from the Traffic Enforcement Department.

However, the real mParivahan app or the Ministry of Road Transport and Highways (MoRTH) never sends challan notifications via WhatsApp. Official e-challan details are only available on the Parivahan portal (https://echallan.parivahan.gov.in/) or through state transport department websites or you receive it via SMS.

Moreover, the WhatsApp account has the profile picture set of a god -- any official organisation won't make such mistakes.

How to stay safeDo not click on any links or download apps from WhatsApp messages claiming to be from mParivahan or traffic departments.
Verify your challan by visiting the official Parivahan website or using the mParivahan mobile app available on the Play Store or App Store.
Report fake accounts on WhatsApp by tapping Report and Block to prevent further contact.
Avoid sharing personal or vehicle details through unknown links or unofficial apps
Fake challan scams are on the rise as fraudsters exploit citizens’ fear of fines and legal action. Always cross-check the source and remember — no government agency sends challan notices over WhatsApp.
