Monsoon Session of Parliament: Government plans to table 8 new bills

A total of 12 bills, including some which have been already introduced and others pending before parliamentary panels, are part of the government’s legislative business for the monsoon session starting July 21.

The Narendra Modi government plans to seek Parliament’s approval for the income tax bill and introduce eight new legislation in the upcoming monsoon session of Parliament, including a bill for “ethical practices” in sport through good governance and another for preservation for geoheritage sites, according to an internal bulletin of the Lok Sabha.

A total of 12 bills, including some which have been already introduced and others pending before parliamentary panels, are part of the government’s legislative business for the monsoon session starting July 21. It will end on August 21. Parliament might also see an impeachment motion against sitting high court judge, justice Yashwant Varma, who is facing corruption charges.

Here are the list of bills likely to be introduced/passed in the House:

1) The Geoheritage Sites and Geo-relics (Preservation and Maintenance) Bill, 2025: The bill will aim to provide for the declaration, preservation, protection and maintenance of geoheritage sites and geo-relics of national importance for “geological studies, education, research, spreading awareness and facilitating tourism”, the bulletin said.

2) The Income-tax Bill, 2025: The bill was tabled in Parliament in the budget session, marking a significant step toward simplifying the language and structure of the Income-tax Act, 1961. The bill is being reviewed by a joint parliamentary committee but the panel plans to adopt its report on Wednesday. Once the review is over, the government can bring the bill for passage in the monsoon session.

3) The Jan Vishwas (Amendment of Provisions) Bill, 2025: The existing Jan Vishwas (Amendment of Provisions) Act, 2023 has decriminalised 183 Central Acts administered across a spectrum of 19 Ministries or Departments. The key objective of the Jan Vishwas Act 2023 was to remove archaic provisions that did not serve the evolving technological and business environment.

4) The National Sports Governance Bill, 2025: The bill aims to ensure greater accountability among the country’s sports administrators by establishing a regulatory board with the authority to grant recognition and allocate funding to National Sports Federations (NSFs) based on their adherence to provisions related to good governance.

5) The Indian Ports Bill, 2025: The Indian Ports Bill, 2025 was introduced in Lok Sabha on March 28, 2025. It seeks to replace the Indian Ports Act, 1908. The Act outlines the powers of the central and state governments with respect to: (i) altering port limits, (ii) safety and conservation of ports, and (iii) levy of port-dues, fees, and other charges. The Bill retains certain provisions of the Act.

6) The Merchant Shipping Bill, 2024: The Merchant Shipping Bill, 2024 was introduced in Lok Sabha on December 10, 2024. It seeks to replace the Merchant Shipping Act, 1958. The Act regulates the shipping sector. The Bill decriminalises some offences such as: (i) sending unseaworthy vessel to sea, and (ii) failure to comply with directions of the Director-General. It also adds certain new offences. These include: (i) operating unlicensed recruitment agencies which is punishable with imprisonment, fine, or both, and (ii) discharging any harmful pollutants into sea, which is punishable with civil penalty.

7) The National Anti-Doping (Amendment) Bill, 2025: The National Anti-Doping (Amendment) Bill, 2025: To align the definitions and provisions of the National Anti- Doping Act, 2022 with the World Anti-Doping Agency Code and international best practices, and to ensure the independence of the National Anti-Doping Appeal Panel.

8) The Mines and Minerals (Development and Regulation) Amendment Bill, 2025: The bill intends to amend the Mines and Minerals (Development and Regulation) Act, 1957. The Act regulates the mining sector. For regulation, the Act classifies mining-related activities into: (i) reconnaissance, which involves a preliminary survey to determine mineral resources, (ii) prospecting, which includes exploring, locating, or proving mineral deposits, and (iii) mining, the commercial activity of extraction of minerals.

9) The Taxation Laws (Amendment) Bill, 2025: The new Income Tax Bill 2025 spanning over 600 pages, 536 sections, 23 chapters and 16 schedules has provisions which are extensive yet easier to understand and aims at improving the compliance procedure. Being easier to read and understand for taxpayers and tax authorities alike, it is set to give more certainty to taxation and reduce litigation between taxpayers and the revenue authority.

10) The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024 : The Bill seeks to reserve seats in the Goa Legislative Assembly for Scheduled Tribes (STs). The Statement of Objects and Reasons to the Bill noted that currently, there is no reservation for persons belonging to ST communities in the Goa Assembly. This is due to negligible population of recognised ST communities historically. However, this has changed with recognition of certain communities as STs over time.

11) The Carriage of Goods by Sea Bill, 2024: Replaces the Indian Carriage of Goods by Sea Act, 1925, which provides for the rights and liabilities attached to goods transported by sea from Indian ports. Retains most provisions of the Act. This Bill passed in Lok Sabha in March last year is pending in Rajya Sabha.

12) The Indian Institutes of Management (Amendment) Bill, 2025: To add IIM Guwahati to the schedule of the Indian Institutes of Management Act, 2017.
