Centre seeks data on recruitment of minorities in govt jobs

The details have been sought as part of review of the Prime Minister's new 15-point programme for the welfare of minorities.

The Narendra Modi government asked all Central ministries to give data on recruitment of minorities during 2015-16 and provide reasons for any decline in percentage of such recruitment.

The details have been sought as part of review of the Prime Minister's new 15-point programme for the welfare of minorities.

All ministries have been asked to furnish the report for the period April 1, 2015 to March 31, 2016 by this month-end, according to a communique issued by Department of Personnel and Training (DoPT) to secretaries of all Central government ministries.

The progress made in this regard is reviewed by the Committee of Secretaries and the Cabinet periodically, it said.

"It may also be ensured while furnishing the annual data that in case there is decline in the percentage of recruitment of minority communities with reference such recruitment for previous year, reasons for such decline may be examined and intimated," the DoPT said.

The data needs to be given on five already notified minorities communities--Muslims, Christians, Sikhs, Buddhists and Zoroastrians (Parsis)-- and on the Jain community, which was notified as minority community in 2014, it said.

Accordingly, it may be ensured that data relating to Jain community candidates are also taken into account or included in the annual consolidated data, the DoPT said.

The persons appointed on transfer on deputation may not be included in the report. The report should be furnished in consolidated form and merely forwarding the reports received from various divisions and offices may be avoided, it said.

The nodal officer in the ministry or department nominated to coordinate the matter relating to implementation of the Prime Minister's new 15 point programme for the welfare of minorities may scrutinise the report before sending it to ensure that the factually correct and complete and does not suffer from numerical inaccuracies or inconsistencies, the DoPT said.

They have been asked to give details separately of the total number of employees working under them, number of people employed during the year and minority people employed during the year in a proforma. The ministries have been asked to give details on Group A, B, C and D categories of employees separately, it said.
