As Bihar elections loom, parties are trying to replicate the winning formula: raining down freebies in the hopes of converting them into votes and seats. Congress has promised Rs 2,500 per month to poor women in Bihar, something that is being offered in Maharashtra, Delhi and other parts of the country. But can Bihar, a state with fewer resources, make good on this promise.
