T. V. Mohandas Pai is Chairman, Aarin Capital Partners and Chairman, Manipal Global Education Services. H. Padamchand Khincha is a well known Chartered Accountant in practice in Bangalore. S. Krishnan is an International Tax Consultant. He was Vice President and Head –Global Taxation at Infosys Limited. Together they have authored a paper that contains suggestions on how India can improve the draft Safe Harbour Rules issued by the Government in August, 2013.

The suggestions review OECD Safe Harbour Guidelines to provide important inputs on how India can put in place an effective Safe Harbour regime.
