By November 22, heavy rainfall was expected to hit parts of southwestern Oregon and Northern California, potentially reaching 20 inches (50 cm). In response, Canadian utility workers assisted with power restoration efforts in western Washington. As the storm moved toward California, a second powerful windstorm was expected to impact the region. The Pacific Northwest faced ongoing power outages and severe weather warnings.
