The National Institution for Transforming India or NITI Aayog, was formed on January 1, 2015, by the NDA government to replace the Planning Commission. It is the premier policy think tank of the Government of India, which is tasked with providing directional and policy inputs to the Centre. NITI Aayog is chaired by Prime Minister Narendra Modi and comprises chief ministers of all states and UTs. The NITI Aayog designs strategic and long-term policies and programmes for the Government of India and provides technical advice to the Centre, states, and union territories (UTs). According to the NITI Aayog website, the policy think tank of the Government of India has the twin mandate of overseeing the adoption and monitoring of the sustainable development goals of the country and promoting competitive and cooperative federalism among states and UTs. The NITI Aayog has periodically compared the states on multiple fronts — from innovation to public health to school education quality. This has helped the states learn from one another, and adopt the best practices which has led to better outcomes. Since 2019, NITI Aayog has been launching the India Innovation Index that ranks different states and UTs based on how they support innovation. The target of the index is to showcase the government's initiative to create an innovation-driven economy.
