The draft of the proposed National Manufacturing Mission, announced during the Union Budget has being finalized by the Niti Aayog, and the scheme could be launched very soon, CNBC Awaaz reported on August 13 citing people familiar with the development.

The draft proposal has been discussed between Niti Aayog and related ministries, and it is likely that the scheme could focus on 15 labour-intensive sectors including auto components and leather sector.

Shares of auto component makers Uno Minda, Bharat Forge, Schaeffler India, Sona BLW are higher in the session on August 13. However, leading listed footwear brands Bata India, Metro Brands, Campus Activewear, Relaxo Footwear and Liberty Shoes are lower in trade.

NITI Aayog CEO BVR Subrahmanyam had said in May 2025 that the proposed mission could be launched in a month, and will be an empowered decision-making body to drive manufacturing growth. “It will be an over-arching body to give directions to ensure things are done,” Subrahmanyam had said at the Confederation of Indian Industry’s (CII) Annual Business Summit in New Delhi on May 30.

This mission is aimed at providing policy support, roadmap and monitoring framework for central ministries as well as states, and will cover small, medium and large industries, in a boost to the Make in India programme.

Finance Minister Sitharaman had in her Budget speech said that the proposed scheme will focus on five areas - ease and cost of business, future ready workforce, vibrant MSME, technology and quality control.

The mission is expected to support manufacturing of clean technologies, and improve domestic value addition, FM had said during her budget speech. Through the scheme, Centre plans to build an ecosystem for solar PV cells, EV batteries, motors and controllers, electrolyzers, wind turbines, very high voltage transmission equipment and grid scale batteries, the Finance Minister had told the Parliament on February 1. Through the mission, Centre will aim to undertake policy and facilitation measures to promote employment and entrepreneurship in labour-intensive sectors.

The Centre had already stated that it is planning to boost productivity and competitiveness of India’s footwear and leather sector with a focused scheme that will support design, component manufacturing and machinery upgradation for non-leather and leather footwear.
