Unlock 3.0 rules for Odisha: What is allowed, what is not

Let us take a look at what will be allowed and not allowed in Odisha starting from August 1.

The Unlock 3.0 guidelines were released by the Ministry of Home Affairs (MHA) on July 29. Several curbs were lifted by the Centre this time, such as night curfew, restrictions on inter-state and intra-state travel, etc, although schools and metro services continue to be shut.

Even as the country is gradually relaxing the curbs that were imposed to control the spread of the novel coronavirus, strict restrictions remain in containment zones, where the number of COVID-19 cases being reported continues to be high.

However, states have been given a free hand in deciding the list of activities that will be allowed outside of containment zones.

In Odisha, the Biju Janata Dal (BJD) government has extended the weekend shutdown till August 31 in areas worst affected by the novel coronavirus -- Ganjam, Cuttack, Gajapati, Khurda, and the Rourkela Municipal Corporation limits. Lockdown in containment zones has also been extended till August 31.

How does a vaccine work?

A vaccine works by mimicking a natural infection. A vaccine not only induces immune response to protect people from any future COVID-19 infection, but also helps quickly build herd immunity to put an end to the pandemic. Herd immunity occurs when a sufficient percentage of a population becomes immune to a disease, making the spread of disease from person to person unlikely. The good news is that SARS-CoV-2 virus has been fairly stable, which increases the viability of a vaccine.

How many types of vaccines are there?

There are broadly four types of vaccine — one, a vaccine based on the whole virus (this could be either inactivated, or an attenuated [weakened] virus vaccine); two, a non-replicating viral vector vaccine that uses a benign virus as vector that carries the antigen of SARS-CoV; three, nucleic-acid vaccines that have genetic material like DNA and RNA of antigens like spike protein given to a person, helping human cells decode genetic material and produce the vaccine; and four, protein subunit vaccine wherein the recombinant proteins of SARS-COV-2 along with an adjuvant (booster) is given as a vaccine.

What does it take to develop a vaccine of this kind?

Vaccine development is a long, complex process. Unlike drugs that are given to people with a diseased, vaccines are given to healthy people and also vulnerable sections such as children, pregnant women and the elderly. So rigorous tests are compulsory. History says that the fastest time it took to develop a vaccine is five years, but it usually takes double or sometimes triple that time.

Independence Day celebrations will be allowed. It will be a low-key affair given Odisha’s current COVID-19 situation and the presence of corona warriors will be a must. A limited number of people will be allowed to attend while adhering strictly to COVID-19 protocols.

Gyms will be allowed to operate in the state from August 5.

There will be no restrictions on inter-state movement of goods.

Marriages will continue to be a 50-guest affair, while a maximum of 20 persons will be allowed at funerals.

All departments and sub-ordinate offices of the state government will be allowed to operate with 50 percent staff strength.

Essential offices/services will be allowed to function at full staff strength.

What is not allowed in Odisha:

While people will be allowed to move about freely in the daytime, the night curfew will continue from 9 pm to 5 am till August 31.

Schools, colleges, and coaching institutions will remain shut till August 31, 2020.

Cinema halls, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls, etc, will also remain closed.

Social, political, sports, entertainment, academic, cultural, and religious congregations, and functions remain prohibited.

Swimming pools will not be allowed to operate.

No congregation will be allowed. The COVID-19 guidelines will be strictly followed on closed premises like factories and offices.

No person can step out without wearing a face cover or facemask. Those found violating the order will be fined Rs 1,000 for the first two offenses and Rs 5,000 for further violation.

Not more than 10 people will be allowed to congregate. Violators will be slapped a fine of Rs 10,000.
