Centre’s high-level panel recommends DIGI-EXAM system, secure test centers, and multi-stage testing for fair exams. NTA to focus on entrance tests with enhanced capacity.

A high-level panel led by former ISRO chief R. Radhakrishnan has recommended several sweeping reforms to improve the examination process in India. The proposals include implementing a DIGI-EXAM system to curb impersonation, establishing secure testing centers in each district, deploying mobile testing units in remote areas, and transitioning to Computer-Based Testing (CBT) as the standard exam methodology.

The panel's report, made public on Tuesday, emphasizes modernizing exams while addressing challenges such as infrastructure gaps, network limitations, and skilled workforce shortages in underserved areas.

Key Recommendations

DIGI-EXAM System: Inspired by DIGI-YATRA, this system aims to ensure multi-layered authentication of candidates using Aadhaar, biometrics, and AI-based analytics to eliminate impersonation.

Role of NTA: The National Testing Agency (NTA) should focus primarily on conducting entrance exams, with a possible expansion to other exams once its capacity is enhanced. The panel also proposed restructuring the NTA with 10 dedicated verticals for technology, test security, and operations, led by domain experts.

Testing Centers: A phased development of 1,000 secure testing centers within reputable institutions was suggested. Mobile Testing Centres (MTCs) equipped with secure servers would address the needs of rural and remote areas, providing testing facilities via large buses for up to 30 candidates.

Multi-Stage and Multi-Session Testing: For high-demand exams like NEET-UG, the panel proposed multi-stage testing and a transparent normalization process for multi-session exams.

Harmonization of UG Admissions: The panel recommended unifying undergraduate admission tests to simplify eligibility and selection criteria. Long-term goals include moving to Computer Adaptive Testing (CAT) and aligning eligibility parameters such as age limits, cut-offs, and testing frequency.

Infrastructure Roadmap: Integration of testing centers within Kendriya Vidyalayas, Navodaya Vidyalayas, and top universities could establish a network of 400-500 centers within a year, enabling nationwide CBTs for up to 2.5 lakh candidates in a single session.

The committee underscored the importance of harmonizing UG admissions and improving information security in exams. It acknowledged that achieving this harmonization would require phased implementation but deemed it feasible as the education system becomes more multidisciplinary.

The panel was formed in July following allegations of irregularities in exams like NEET-UG and Ph.D. entrance tests. Its recommendations aim to ensure transparency, fairness, and efficiency in the examination system.

The report lays the foundation for transformative changes in India's exam process, offering a roadmap to enhance accessibility, security, and standardization.
