A new points-based system will be introduced to encourage safe driving habits and penalise repeat offenders.

In a significant step to enhance child safety on Indian roads, the Ministry of Road Transport & Highways (MoRTH) has reportedly proposed doubling fines for traffic violations when a juvenile is onboard, whether in cars, two-wheelers, or other motor vehicles.

Key Highlights of the Proposal

Double Penalties: Fines for traffic violations will be doubled if children are present in the vehicle.

Merit and Demerit Points System: A new points-based system will encourage safe driving habits and penalise repeat offenders.

Stricter Licence Renewals: The government is also considering mandatory driving tests during licence renewal, especially for those caught violating traffic rules while children are passengers.

Implementation Timeline

These changes require amendments to the Motor Vehicles Act, and must be approved by Parliament. Experts suggest that the formal implementation could take several months, as the proposal undergoes the legislative process.

Impact on Road Safety and Challenges

According to road safety experts, these measures are intended to make motorists, parents, and school transport operators more conscious of child safety. Doubling the penalties is expected to deter negligent behaviour and reduce accidents involving children.

However, experts also highlight some challenges, such as ensuring consistent enforcement of double fines across all regions, accurately detecting the presence of minors in vehicles, and maintaining the merit-demerit points system across jurisdictions.
