Choksi is wanted in India in connection with a Rs 13,500-crore loan fraud in Punjab National Bank. He had been living in Antigua and Barbuda for the last three years after fleeing India before the fraud came to light.
The 62-year-old Choksi alleged that he was abducted from Jolly Harbour in Antigua and Barbuda by policemen looking like Antiguan and Indian and taken to Dominica.
Antigua and Barbuda’s Gaston Browne also claimed that Mehul Choksi was funding Antigua and Barbuda’s main opposition United Progressive Party.
The Dominican court has restrained local authorities from removing Mehul Choksi from the country, throwing up a hurdle to India's attempts to have him brought home and tried in the PNB scam.
Wayne Marsh, Choksi's lawyer in Dominica, had claimed that his client was allegedly abducted in Antigua and forcefully put in a vessel.
Choksi once controlled an empire with a claimed annual turnover of $ 2.5 billion, to which he couldn’t hold onto for long; the Gitanjali empire collapsed when Choksi’s role in PNB fraud was made public.
Mehul Choksi's lawyer in Dominica, Wayne Marsh, said Choksi is a citizen of Antigua and Barbuda and not India hence he should be sent back.
Describing Mehul Choksi as an "Indian citizen" wanted by the Indian authorities, the Dominican authority said they are exploring the possibility of repatriating him to Antigua - the country where he was based since fleeing from India.

The statement was issued by Sitharaman in the Rajya Sabha while replying to a debate on the insurance amendment bill.
