The Taliban have promised a softer rule than during their first stint in power from 1996-2001, when women's freedoms in Afghanistan were sharply curtailed and they were banned from higher education.
External Affairs Minister S Jaishankar briefed the leaders on the latest situation in Afghanistan after the Taliban captured power there last week.
"Yes, the government has submitted a proposal to Qatar as mediator. The proposal allows the Taliban to share power in return for a halt in violence in the country," the source said.
