In a first, the government has decided to present the Budget on February 1 instead of the last day of the month as part of an overhaul that would also scrap the practice of a separate railway budget.
The Winter Session is normally convened in the third or fourth week of November but this year the government is looking at starting the month-long session immediately after the end of festive season.

In a rare development, the Budget session of Parliament was tonight prorogued to enable the government to issue an Ordinance for authorising expenditure beyond April one in the centrally-ruled Uttarakhand in view of the political crisis in the state.

However, still keen to ensure passage of the GST bill, Centre is keeping its option open of reconvening the session with the Cabinet Committee on Parliamentary Affairs on Thursday deciding not to recommend immediate prorogation of the Houses after they are adjourned sine die.

For all these years, we have been telling the world that whatever be the level of political differences, there is a broad consensus on economic reforms among the major two parties on a wider spectrum. The first half of the session is otherwise slated to end on March 20. The Cabinet Committee on Parliamentary Affairs, which met here on Tuesday, decided to hold two additional sittings on Monday and Tuesday "if required" to pass the two bills.
