The Supreme Court on Monday ordered the Delhi administration to start removing stray dogs from all localities in Delhi from more particularly vulnerable localities and cities.
The bench of Justice JB Pardiwala and Justice R Mahadevan said the order must be implemented without compromise.
The top court specified that if any individual or organisation opposed the process, it would proceed to take action against any such resistance, noting that immediate steps are necessary to address the menace of dog bites leading to rabies. "The state of NCT Delhi, MCD and NDMC is directed to create dog shelters and report this Court creation of such infrastructure within 8 weeks. The dog shelters should have sufficient staff to sterilize and immunize. The dog shelter would be monitored by CCTV," the order said.
Here are five key observations made in the case.
• Justice Pardiwala also invoked the classic film The Good, the Bad and the Ugly during his observation. "Have you seen the classic good, bad and the ugly- when you want to shoot, shoot don't talk. It's not the time to talk but act. All these so-called animal lovers, will they be able to bring back those children who have given their lives," he said.
• Authorities must begin picking up 5,000 stray dogs, starting with vulnerable areas, within six weeks and will take strict action against anyone who interferes.
•We are not doing this for us, it is for the public interest. So, no sentiments of any nature should be involved. Action should be taken at the earliest.
• Infants and young children, not at any cost, should fall prey of rabies. The action should inspire confidence that they can move freely without fear of being bitten by stray dogs.
•Private hospitals cannot administer rabies shots — this has to be done in government facilities.
The court also said a helpline must be created within one week for dog bites and rabies, with authorities required to respond within four hours to pick up the dog, sterilise it, and not release it.
