Unlock 3.0 rules for Nagaland: What is allowed, what is not

Let us take a look at what will be allowed and what will not be allowed in Nagaland starting August 1.

The Unlock 3.0 guidelines were released by the Ministry of Home Affairs (MHA) on July 29. Several curbs were lifted by the Centre this time, such as night curfew, restrictions on inter-state and intra-state travel, etc, although schools and metro services continue to be shut.

Even as the country is gradually relaxing the curbs that were imposed to control the spread of the novel coronavirus, strict restrictions remain in containment zones, where the number of COVID-19 cases being reported continues to be high.

However, states have been given a free hand in deciding the list of activities that will be allowed outside of containment zones and Nagaland has decided to extend the ongoing lockdown measures till August 31, in view of the rising coronavirus cases. Kohima will be under total lockdown till August 7, while Dimapur will be under partial lockdown from August 3.

Let us take a look at what will be allowed in Nagaland from August 1:

While inter-state border will remain close, inbound travellers will be allowed to enter Nagaland through Dimapur by train and air. Those travelling by road will be allowed to enter via the New Field check gate and Dillai gate.

How does a vaccine work?

A vaccine works by mimicking a natural infection. A vaccine not only induces immune response to protect people from any future COVID-19 infection, but also helps quickly build herd immunity to put an end to the pandemic. Herd immunity occurs when a sufficient percentage of a population becomes immune to a disease, making the spread of disease from person to person unlikely. How many types of vaccines are there?

There are broadly four types of vaccine — one, a vaccine based on the whole virus (this could be either inactivated, or an attenuated [weakened] virus vaccine); two, a non-replicating viral vector vaccine that uses a benign virus as vector that carries the antigen of SARS-CoV; three, nucleic-acid vaccines that have genetic material like DNA and RNA of antigens like spike protein given to a person, helping human cells decode genetic material and produce the vaccine; and four, protein subunit vaccine wherein the recombinant proteins of SARS-COV-2 along with an adjuvant (booster) is given as a vaccine.

What does it take to develop a vaccine of this kind?

Vaccine development is a long, complex process. Unlike drugs that are given to people with a diseased, vaccines are given to healthy people and also vulnerable sections such as children, pregnant women and the elderly. So rigorous tests are compulsory. History says that the fastest time it took to develop a vaccine is five years, but it usually takes double or sometimes triple that time.

Returness will also be allowed to enter through Khuzama in Kohima district, Naginimora and Tizit in Mon district, Tsutapela and Watiyongpang in Mokokchung district, and Bhandari in Wokha district. For entry through any other route (under special circumstances), approval of the home department will be needed.

Goods vehicles will be allowed to enter Nagaland or pass through the state via all the above-mentioned entry points.

Taxis and auto-rickshaws will be allowed to ply with two passengers and one passenger, respectively.

All shops and commercial outlets will be allowed to operate normally.

Only shops selling essentials such as food grains, vegetables, medicines, etc., will be allowed to operate in market complexes.

Marriages will continue to be a 50-guest affair, while a maximum of 20 persons will be allowed at funerals.

In Dimapur, the odd-even system of vehicular movement will have to be practiced, while shops selling essentials will be allowed to operate from 9 am to 2 pm.

What will not be allowed in Nagaland from August 1:

Inter-district movement of commercial passenger vehicles will remain barred except vehicles carrying goods.

The movement of passenger buses continue to be prohibited.

Hawker stalls in market complexes such as Hongkong Market, New Market will remain closed.

Schools, colleges, and coaching institutions will remain shut till August 31, 2020.

Cinema halls, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls, etc, will also remain closed.

Social, political, sports, entertainment, academic, cultural, and religious congregations, and functions remain prohibited.
