The Assam government released updated rules for the next phase of reopening in the state under ‘Unlock 3.0’.

This phase of ‘Unlock’ and guidelines will be in place till August 31, the government said.

As of August 2, Assam has registered a total of 40,269 confirmed COVID-19 cases. This figure includes 9,811 active cases, 30357 recoveries and a death toll of 98.

How does a vaccine work?

A vaccine works by mimicking a natural infection. A vaccine not only induces immune response to protect people from any future COVID-19 infection, but also helps quickly build herd immunity to put an end to the pandemic. Herd immunity occurs when a sufficient percentage of a population becomes immune to a disease, making the spread of disease from person to person unlikely. The good news is that SARS-CoV-2 virus has been fairly stable, which increases the viability of a vaccine.

How many types of vaccines are there?

There are broadly four types of vaccine — one, a vaccine based on the whole virus (this could be either inactivated, or an attenuated [weakened] virus vaccine); two, a non-replicating viral vector vaccine that uses a benign virus as vector that carries the antigen of SARS-CoV; three, nucleic-acid vaccines that have genetic material like DNA and RNA of antigens like spike protein given to a person, helping human cells decode genetic material and produce the vaccine; and four, protein subunit vaccine wherein the recombinant proteins of SARS-COV-2 along with an adjuvant (booster) is given as a vaccine.

What does it take to develop a vaccine of this kind?

Vaccine development is a long, complex process. Unlike drugs that are given to people with a diseased, vaccines are given to healthy people and also vulnerable sections such as children, pregnant women and the elderly. So rigorous tests are compulsory. History says that the fastest time it took to develop a vaccine is five years, but it usually takes double or sometimes triple that time.

> Online distance learning shall continue to be permitted and shall be encouraged.

> Yoga institutes and gyms will be allowed to function from August 5, 2020 for which, Standard Operating Procedure (SOP) will be issued by the Union Health Ministry.

> Independence day functions at national, state, district, sub-division, municipal and panchayat levels and 'At Home' functions, wherever held, will be allowed with social distancing and by following other health protocols issued by Ministry of Home Affairs (MHA).

> Inter-state and intra-state movement of persons and goods including those for cross land-border trade under Treaties with neighbouring countries is allowed. No separate permission/ approval/ e-permit will be required for such movements. Movement of persons with SOPs.

> Movement by passenger trains and Shramik special trains; domestic passenger air travel; movement of Indian Nationals stranded outside the country and of specified persons to travel abroad; evacuation of foreign nationals; and sign-on and sign-off of Indian seafarers will continue to be regulated as per SOPs issued.

> Offices allowed to function with staggering of work. Business hours will be followed in offices, work places, shops, markets and industrial & commercial establishments. Offices to provide thermal scanning, hand wash or sanitiser at entry and exit points and common areas, and social distancing to be maintained.

Here is what is prohibited in Assam:

> Schools, colleges, educational and coaching institutions will remain closed till August 31, 2020.

> Cinema halls, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls and similar places to remain closed.

> International air travel of passengers, except as permitted by MHA.

> Metro Rail operations will remain shut.

> Social political sports/ entertainment/ academic/ cultural/ religious functions and other large congregations prohibited.

> No movement in public places, workplaces or during transport allowed without wearing of face covering.

> Large public gatherings/ congregations continue to remain prohibited. For marriages number of guests not to exceed 50; for funeral/ last rites related gatherings the number of persons not to exceed 20.

> Consumption of liquor, paan, gutka, tobacco etc. in public places is prohibited.

Conditions for Containment Zones in state as per MHA guidelines:

> In containment zones, only essential activities will be allowed.

> In containment zones, there will no movement of people in or out of these, except for medical emergencies and for maintaining supply of essential goods and services.

> In the Containment Zones, there shall be intensive contact tracing, house-to-house surveillance, and other clinical interventions, as required.

> Activities shall be monitored strictly by authorities.
