The Karnataka Monitoring and Evaluation Authority (KMEA), which is tasked with reviewing government programmes with allocations of above Rs 100 crore, has decided to deploy an artificial intelligence-based platform to strengthen the process.
KMEA has floated a tender for the design and deployment of Smart Automated Monitoring and Evaluation with Data-Driven Holistic Analytics (SAMEDHA), an AI-powered system aimed at enabling real-time evaluation of schemes across departments.
The selected firm will design, develop and deploy a hybrid edge-to-cloud AI platform that can automate data collection, generate real-time dashboards and manage evaluation studies.
“The platform will integrate AI/ML tools, predictive analytics and interactive dashboards to track socio-economic indicators, measure programme impacts and provide policy insights. It will also include a centralised repository of past evaluations to support future analysis through machine learning”, the tender document reads.

Tackling challenges
Since its inception, KMEA has evaluated over 200 government schemes, conducting 25–30 assessments annually.
“Departments overseeing these schemes are required to submit periodic reviews. However, monitoring and tracking multiple evaluations has largely been an offline exercise, which limits efficiency. Tracking multiple evaluations and monitoring their progress in offline mode has been a challenge,” a government official said.
“This platform will allow KMEA to track schemes simultaneously, monitor evaluations at each stage and issue timely alerts and notifications to stakeholders.”
The new system will also offer interactive dashboards to visualise evaluation progress, highlight empanelled experts and their assignments, and provide comparative insights against Sustainable Development Goals and other benchmarks.
According to the tender document, the selected Project Management and Implementing Agency (PMIA) selected have 120 days to design, develop and deploy the software, followed by an eight-month stabilisation period. The Rs 1-crore contract will run for 12 months.
“KMEA also intends to integrate advanced analytics and statistical tools to improve decision-making on sampling, trend analysis, and predictive modelling of outcomes,” the tender document says.
Officials said SAMEDHA will eliminate inefficiencies, reduce delays and strengthen transparency in public programme evaluations. “By leveraging machine learning and generative AI, the platform is expected to streamline reporting, detect anomalies and enhance the consistency of evaluation studies, thereby providing data-driven insights for better governance,” another official added.
