Union Finance Minister Pranab Mukherjee has written to UPA chairperson Sonia Gandhi and Prime Minister Manmohan Singh, detailing the genesis of the controversial Finance Ministry note on 2G.

Mukherjee sent the letter to Sonia on Tuesday while he handed over the same to the Prime Minister when he met him in New York.

According to the letter, the controversial note was prepared on inputs given by the PMO and Cabinet Secretariat.

Since there were 10 different versions concerning the entire controversy, it was decided that there should be a consolidated and comprehensive background note harmonizing all the view points from the various ministers, said the letter.

There were various statements like Home Minister P Chidambaram saying he had advocated allocation of 2G spectrum through the auction route, and the Prime Minister telling Rajya Sabha on February 24 that the ministries of DOT and Finance had agreed and come to an understanding.

According to the letter, a meeting was then held at the Cabinet Secretary office in which the secretaries from DOT, Law, Finance Ministry and principal secretary from PMO were present.

It was after the meeting that the Finance Ministry on the basis of the facts sent a 12-para note to the Cabinet Secretary, who then sent back the note with 14 more paragraphs. They also asked for the document to be vetted and shown to the Finance Minister.

Meanwhile, the Congress has chosen to remain silent on the reports of the letter.

"I don't have to say anything about the letter," said Congress spokesperson Abhishek Manu Singhvi.
