Besides the Constitution Amendment Bill, the Centre and state will have to pass their own GST legislation, the model for which is being finalised by the Centre. GST, which is being touted as the most comprehensive indirect taxation reform since the Independence, will subsume various indirect taxes including excise, octroi and service tax.
Once the Constitution amendment bill to roll out GST is passed by Parliament, the centre and states will have to adopt their own law to give effect to the new indirect tax regime.
The proposed goods and services tax, or GST, will top the order of business at what is expected to be a rowdy winter session of parliament starting on Thursday.
The senior revenue official said that the rolling out of the GST is going to have a huge positive impact for all the industry including M&E as it will subsume the multiplicity of taxes as well as the cascading of the taxes.
Rashmi Verma, additional secretary, revenue, says certain decisions have been taken on the mechanics of GST - including rates and structure of GST, place of supply rules. She adds that the basic issue worrying the states is fiscal autonomy.
