The current session of Parliament will take up the repeal of the Coffee Act of 1942, which was enacted in the middle of World War II, ostensibly to safeguard the industry from its effects.
As per the Board's latest data, the shipment of Robusta coffee jumped 28.42 per cent to 34,090 tonnes during January-February 2019, from 26,545 tonnes in the same period last year.
Italy was the top export market for India in 2018, as 76,437.56 tonnes of coffee was exported to the country followed by Germany (28,582 tonnes) and Russia (21,397 tonnes).
Changing climatic conditions especially erratic rainfall and high temperature have aggravated the problem, Commerce and Industry Minister Nirmala Sitharaman said in a written reply to the Lok Sabha.
The Commerce Ministry is planning merger of the commodity boards and set up an umbrella organisation in order to improve production and exports of plantation crops like tea, coffee and spices.
In value terms also, the outbound shipments of coffee increased by 8.13 per cent to Rs 5,568.13 crore even as the export realisation was lower at Rs 1,54,263.42 a tonne.
The country had shipped 2,81,987 tonnes of coffee in the previous fiscal, Coffee Board said in its latest report.
In its latest report, the US Department of Agriculture (USDA) said: "Current 2014-15 marketing year exports are estimated at 4.7 million bags."
India's coffee exports rose 7 per cent to 21,557 tonne in January but value realisation per unit remained low due to weak global prices and higher demand for cheaper coffee on account of worldwide economic slowdown, according to the Coffee Board.
India's coffee exports declined by 7 per cent to 2.81 lakh tonnes in the first 10 months of the current calendar year on account of drop in shipments of the robusta variety, latest Coffee Board data said. The country had exported 3.04 lakh tonnes of the brew in the January-October period of 2011.
Buoyed by robust global demand, India's coffee exports rose by almost 34% to 3.58 lakh tonnes in the 2010-11 coffee year.
