As Delhi’s skyline stretches ever upwards, a new residential landmark is taking shape. This weekend, the Delhi Development Authority (DDA) launched the second phase of its ambitious ‘Towering Heights’ housing scheme in Karkardooma, offering a fresh batch of flats in what will be the capital’s tallest residential building.

The move signals a significant shift in urban housing policy, blending premium living with a new model of city planning. Here is a breakdown of the key details and what they mean for potential buyers.

What is the DDA Towering Heights project?



Managed by the state-owned NBCC, the Towering Heights project is a 48-storey, 155-metre-high residential tower marketed as a premium address. Crucially, it is the first housing project in Delhi to be developed under the city’s Transit-Oriented Development (TOD) policy.

This approach mandates high-density, mixed-use buildings within walking distance of major transit hubs to reduce car dependency. The tower is part of the larger 30-hectare East Delhi Hub, situated adjacent to the Karkardooma Interchange Metro Station with links to NH-9, NH-24 and the Anand Vihar ISBT railway station.

What is being offered in this second phase?



According to the DDA’s statement released on January 3, this phase offers 741 flats for individual retail buyers. An additional 107 flats are reserved for bulk allotment to government institutions.

This follows a first phase launched in October last year, which offered 1,026 flats. The authority said the flats are 2 BHK configurations and are currently over 90 per cent complete.

How much do the flats cost and what are the payment terms?



The disposal price for the flats ranges from Rs 1.78 crore to Rs 2.35 crore, according to the DDA’s detailed statement. This price does not include maintenance charges, GST (currently 5%), conversion charges or water connection charges.

In a significant financial detail, given the advanced stage of construction, allottees will only be required to pay 75 per cent of the total disposal cost initially. The first Demand-cum-Allotment Letter will reflect this 75 per cent figure.

How does the application process work?



The registration process commences on January 8, 2026, with the scheme closing on March 31, 2026. Flat bookings will specifically begin on January 23. Retail applications must be submitted online via DDA’s Awaas Portal, with a one-time registration fee of Rs 2,500, waived for existing users.

The standout condition, as stated by the DDA, is that “there will be no restriction on the number of flats that an applicant may book under the retail category.”

A non-refundable booking amount of Rs 4 lakh per flat is required, which will be adjusted against the final price upon allotment. Allotments will be made on a first-come, first-served basis.

Who is eligible for the bulk allotment?



The 107 flats set aside for bulk purchase are open to government entities. The DDA specifies that an application will be treated as bulk purchase if the requirement is for a minimum of 10 flats.

Eligible institutions include central and state government ministries, departments, universities, public sector undertakings and autonomous bodies.
