Noida Authority slaps Rs 5 lakh fine on Blinkit's cloud kitchen for waste violations

The fine followed a ground-level inspection of a Blinkit-associated cloud kitchen in Sector 62, conducted by officials led by the Noida Authority’s public health officer.

The Noida Authority has imposed a penalty of Rs 5 lakh on a cloud kitchen operated by Blink Commerce Pvt Ltd, the parent company of the quick-commerce giant Blinkit, for serious breaches of solid waste management and plastic ban regulations.

The fine followed a ground-level inspection of a Blinkit-associated cloud kitchen in Sector 62, conducted by officials led by the Noida Authority’s public health officer. According to a report by The Indian Express, the inspection was part of the authority’s preparations for ‘Swachh Survekshan’, the central government’s annual urban cleanliness survey.

During the visit, officials documented multiple violations. The establishment was found not segregating waste at source, a fundamental requirement for bulk waste generators. Furthermore, liquid waste was being improperly discharged into the sewer system and collected garbage was being handed over to unauthorised scrap dealers who were dumping it at various sites across the city.

The Noida Authority, in its statement, provided a damning assessment of the premises’ surroundings. “The area around the building was extremely dirty, with food waste and garbage dumped in nearby parks and open spaces. Such practices are unacceptable for bulk waste generators,” the authority stated, as reported by The Indian Express.

A significant infraction was the alleged use of prohibited single-use plastic for food packaging. Officials seized approximately 50 kg of such plastic containers from the site. Noida has enforced a ban on single-use plastics.

Citing non-compliance with the Solid Waste Management Rules and regulations governing bulk waste generators, the authority levied the Rs 5 lakh fine and issued a stern warning of stricter punitive action for any future violations.

The infraction pertains to Blinkit’s recently launched food-focused vertical, ‘Bistro by Blinkit’. This service, which promises delivery within 15 minutes, offers a range of ready-to-eat items including coffee, sandwiches, burgers, chaat and shakes, marking the platform’s expansion beyond groceries.

The regulatory action against Blinkit is not an isolated incident in the quick-commerce food delivery segment. In June of this year, the Food and Drug Administration (FDA) in Mumbai suspended the licence of a cloud kitchen operated by rival platform Zepto in the Dharavi area. That inspection revealed alarming conditions, including fungal growth on food items, storage near stagnant water and expired goods stored alongside fresh produce.

Public concern over the operational environments of some cloud kitchens was also highlighted earlier this year. In January, an Instagram user posted visuals from an area in Mumbai housing multiple such kitchens, showing them located amidst muddy, pothole-ridden streets, which sparked considerable discussion on social media.

Following the penalty on Blinkit, the Noida Authority continued its enforcement drive, seizing 150 kg of banned plastic from Cold Rock Cafe and 60 kg from Al Nawaz Biryani in Sector 76. A subsequent inspection at a mall in Sector 42 led to the seizure of a further 80 kg of single-use plastic.
