
Foreign nationals visiting protected and restricted areas in Sikkim will now need mandatory online clearance, as the state government has officially discontinued the issuance of physical permits.
In a major move aimed at strengthening national security while streamlining tourism processes, the Sikkim government has abolished paper-based Protected Area Permits (PAP) and Restricted Area Permits (RAP) for foreign nationals. The new rule makes online clearance compulsory with immediate effect, according to an official notification issued by the state’s Department of Tourism and Civil Aviation.
The decision follows strict directives from the Ministry of Home Affairs (MHA) and has been implemented to improve monitoring of foreign tourist movement in sensitive border regions, ANI reported.
Online Clearance Replaces Physical Permits
Under the revised guidelines, no physical PAP or RAP will be issued under any circumstances, either by district authorities or tour operators. All foreign nationals wishing to visit designated protected or restricted areas in Sikkim must now apply through a digital permit system and secure approval before travel.
Officials said the shift to online permits will reduce paperwork, speed up approvals, and ensure better compliance with national security protocols. The move also aligns with Sikkim’s broader push towards digitisation and e-governance.

Tourists unfamiliar with the digital process may also rely on authorised facilitation services that help with document formatting and application tracking to avoid last-minute delays.

Sikkim shares sensitive international borders with China, Nepal, and Bhutan, making it a strategically important region. Authorities said digitising the permit process enables real-time vetting, reduces the risk of forged documents, and allows closer monitoring of foreign nationals in border areas.
