India Budget 2026: High-speed rail, medical tourism hubs and eco-trails to drive growth in India’s tourism sector

Finance Minister Nirmala Sitharaman presented the Union Budget 2026–27 in Parliament on Sunday, February 1, outlining a broad roadmap aimed at strengthening India’s travel, tourism, and connectivity ecosystem. With infrastructure, skilling, healthcare-led tourism, and digital heritage initiatives in focus, the Budget offered early signals of how the government plans to position India as a more competitive, experience-led destination.

As the Budget unfolded, several announcements emerged as key drivers for the tourism sector, with implications for hospitality, transport, and allied industries. Here’s what Union Budget 2026 has in store for travel and tourism.

High-speed rail corridors to reshape inter-city travel

In a move expected to significantly alter domestic mobility and unlock new tourism circuits, Sitharaman announced plans for seven high-speed rail corridors, underscoring the government’s intent to accelerate faster inter-city connectivity.

The proposed corridors include:

  • Mumbai–Pune
  • Pune–Hyderabad
  • Hyderabad–Bengaluru
  • Hyderabad–Chennai
  • Chennai–Bengaluru
  • Bengaluru–Varanasi
  • Varanasi–Siliguri

The network spans western, southern, central, and eastern India, potentially cutting travel times between major business hubs and culturally significant destinations. For the tourism sector, improved rail connectivity could enhance access to tier-2 and tier-3 cities, support multi-city itineraries, and strengthen domestic travel circuits once implemented.

Budget 2026 backs medical tourism with five regional hubs

Expanding the scope of tourism beyond leisure travel, the Budget placed renewed emphasis on healthcare-led inbound demand. Presenting the Budget, Sitharaman announced government support for setting up five regional medical tourism hubs in partnership with states and the private sector.

“To promote India as a medical tourism hub, I propose a scheme to support states to set up five regional hubs in the country,” Sitharaman said.

The initiative aims to help states develop large-scale, integrated healthcare destinations that can attract international patients, while strengthening domestic healthcare infrastructure. The move is expected to bolster India’s position in the global medical value travel market and create new opportunities for hospitality and allied services.

Tourism skilling push: 10,000 guides to be trained

Strengthening service delivery at the destination level, the Union Budget 2026 announced a major capacity-building initiative focused on human capital.

Presenting the Budget, Sitharaman said 10,000 tourist guides will be trained, signalling a targeted effort to improve on-ground visitor engagement and service quality at key tourism sites. The programme is expected to support local employment, enhance traveller experiences, and raise professional standards across India’s tourism ecosystem.

National Institute of Hospitality and digital heritage initiatives

Deepening its focus on tourism-led employment and institutional capacity, Sitharaman announced plans to set up a National Institute of Hospitality by upgrading the National Council for Hotel Management and Catering Technology.

The institute will act as a bridge between academia, industry, and government, while a pilot scheme will upskill 10,000 tourist guides across 20 iconic sites through standardised, high-quality hybrid training in collaboration with an Indian Institute of Management.

A national destination digital knowledge grid will also be established to document places of cultural, spiritual, and heritage significance. The initiative is expected to create a new ecosystem of jobs for local researchers, historians, content creators, and technology partners.

Heritage tourism: 15 archaeological sites to be developed

As part of its heritage tourism strategy, the Finance Minister announced plans to develop 15 archaeological sites into experiential cultural destinations.

FM proposes to develop 15 archaeological sites including Sarnath and Hastinapur into vibrant cultural hubs. Other sites named include Lothal, Dholavira, and Leh Palace. Excavated landscapes will be opened to the public through curated walkways, immersive storytelling, conservation labs, interpretation centres, and trained guides.

Sustainable mountain, turtle and birdwatching trails announced

The Union Budget 2026–27 outlined a strong push towards low-impact, experience-led tourism, with a focus on ecologically sensitive destinations.

The government announced plans to develop ‘ecologically sustainable trails’ across Himachal Pradesh, Uttarakhand, Jammu & Kashmir, Araku Valley in the Eastern Ghats, and Pothigai Malai in the Western Ghats, aimed at expanding trekking and hiking infrastructure while ensuring minimal impact on the environment.

In addition, turtle trails will be developed along key nesting sites in Odisha, Karnataka, and Kerala, while three birdwatching trails are planned around Pulikat Lake. The initiatives are expected to promote conservation-led tourism, support regional livelihoods, and open up new nature-based travel circuits.

“We will develop ecologically sustainable mountain trails in Himachal Pradesh, Uttarakhand, and Jammu & Kashmir, also in Araku Valley in Eastern Ghats and also Podhigai Malai in Western Ghats. Turtle trails along key nesting sites in the coastal areas 14 of Odisha, Karnataka, and Kerala will be developed, and bird watching trails along the Pulikat lake in Andhra Pradesh and Tamil Nadu,” Sitharaman said.

Inland waterways, seaplanes and coastal connectivity

Broadening the transport and connectivity agenda, the Union Budget 2026 announced plans to operationalise 20 new National Waterways over the next five years. Training institutes will be upgraded as regional centres of excellence for the waterways sector.

A ship repair ecosystem catering to inland waterways will be set up in Varanasi and Patna, alongside a coastal cargo scheme to increase the share of coastal shipping and inland waterways in freight movement. The government also proposed support for the manufacturing of seaplanes, strengthening last-mile and remote connectivity.

Focus on Purvodaya States and North-Eastern Region tourism

The Union Budget 2026–27 also placed a clear spotlight on the Purvodaya States and the North-Eastern Region, linking tourism development with infrastructure, mobility, and cultural heritage.

Speaking on Purvodaya, Finance Minister Nirmala Sitharaman said, “I propose the development of an integrated East Coast Industrial Corridor with a well-connected node at Durgapur, creation of 5 tourism destinations in the 5 Purvodaya States, and the provision of 4,000 e-buses.”

The proposed measures are aimed at improving regional connectivity, expanding sustainable transport options, and accelerating tourism-led growth across eastern India, while supporting cleaner urban mobility through electric buses.

The Budget also underscored the tourism potential of the North-Eastern Region, particularly its spiritual and cultural significance. Highlighting its civilisational heritage, Sitharaman said the region is a confluence of Theravada and 18 Mahayana/Vajrayana traditions.

To tap this potential, the Finance Minister proposed the launch of a Scheme for Development of Buddhist Circuits across Arunachal Pradesh, Sikkim, Assam, Manipur, Mizoram and Tripura.

“The Scheme will cover preservation of temples and monasteries, pilgrimage interpretation centers, connectivity and pilgrim amenities,” Sitharaman said.

The initiative is expected to strengthen spiritual and pilgrimage tourism in the North-East, improve visitor infrastructure, and create new livelihood opportunities for local communities, while positioning the region as a key node in India’s Buddhist tourism landscape.

TCS changes to impact outbound travel

The Budget announced changes to Tax Collection at Source (TCS) that will impact overseas travel bookings. Presenting the Budget, Sitharaman said TCS on tour operators will increase to 2 per cent, a move likely to affect pricing dynamics across outbound travel segments.

In a parallel relief measure, she also announced a reduction in TCS on overseas tour programme packages from the earlier 5 per cent and 20 per cent slabs to 2 per cent, along with a similar cut in TCS for education and medical remittances under the Liberalised Remittance Scheme.

Relief on compliance and return timelines

On the direct tax front, Sitharaman announced that interest awarded by the Motor Accident Claims Tribunal to a natural person will be exempt from Income Tax. The time limit for revising returns has been extended from December 31 to March 31, with payment of a nominal fee.

Individuals filing ITR-1 and ITR-2 will continue to have time until July 31, while non-audit business cases and trusts are proposed to be allowed filings up to August 31. The measures are expected to ease cash-flow pressures for travellers, students, and individual taxpayers.
