Singh is on a five-day visit to Israel that commenced on Monday. The cabinet decided to table the bill for enactment in the Vidhan Sabha session, which is beginning tomorrow.

With the Cabinet decision, the Punjab Governor has been authorised to convene the fifth session of the 15th Punjab Vidhan Sabha.
Singh also dismissed the entire affair as a "futile exercise" by a "sham" organisation to create trouble in India, particularly Punjab.
