Indian Oil Corporation is all set to commission the first phase of its 15 mtpa Paradip Refinery Project (PDRP) by September this year, a top official has said. "Paradip Refinery Project has achieved about 90 per cent progress so far and is expected to be commissioned in phases from September, 2013," IOC Executive Director MM Vijaywargiya told reporters.

Against an approved allocation of Rs 29,777 crore for the mega project, Rs 29,309 crore has been used till date and all major equipment have been installed, he said. The project has been delayed due to various reasons and IOC has now been able to overcome most of the obstacles giving momentum to the work at the site.

Against a total manpower requirement of 49,000, only 30,000 was available at the project site. Apart from labour-related issues, delay in commissioning the captive power plant and laying of water pipelines from Mahanadi to PDRP had also delayed the project.

With a designed capacity of 15 mtpa, the refinery would produce 5.97 mt diesel, 3.4 mton petrol, 1.45 mt kerosene, 536,000 ton LPG, 124,000 ton naphtha and 335,000 ton sulphur, all of which would be sold in the domestic market.

Referring to environment issues, Vijaywargiya said a green cover with five lakh trees and other measures have been initiated. The project authorities have earmarked Rs 171 lakh in 2012-13 for periphery area development.
