Assembly Elections 2023 Highlights: PM assures Madhya Pradesh of 'Modi guarantee'

Madhya Pradesh CM Shivraj Chouhan spoke targeting the Congress Party at a public rally in Madhya Pradesh. He pointed out that Congress was opposed to the 'Ladli Behena' scheme and they are still misleading people by claiming that it will be stopped. "However, let me tell you Shivraj Singh Chouhan's schemes won't be stopped."

While addressing the public in Congress MP Rahul Gandhi also said, "They have broken all records of corruption. They have a minister who is called Tomar. Did you see a video of his son? Whose money was he talking about? ...Your money. Money of the people of Madhya Pradesh...Money from your pocket. All his ministers do this."

Chhattisgarh CM Bhupesh Baghel said, "There is a one-sided atmosphere everywhere (in Chhattisgarh). Be it farmers, women, or anyone, all of them are waiting for November 17 (to vote). This time we will cross 75 (seats)."

The Office of the Chairman of Rajya Sabha issued privilege notices to BRS MPs K Keshav Rao, Kethi Reddy Suresh Reddy, Damodar Rao Divakonda, Vaddiraju Ravichandra, and Badugula Lingaiah Yadav for displaying placards in violation of House rules.

During a press conference in Raipur, Chhattisgarh, Union Minister Dharmendra Pradhan stated that under Prime Minister Modi's leadership, and administration has prioritised women. "From 2014 until the current Chhattisgarh Assembly elections, we have placed a high value on women-led development in our party's policies and governmental responsibilities," he added.

During a roadshow in Bhopal, Congress MP Rahul Gandhi said, "BJP is currently the ruling party in Madhya Pradesh, it is the most corrupt govt in the country. India is not a country of hatred, it is a country of love. As I said during the Bharat Jodo Yatra, 'Nafrat ke bazaar mein Mohabbat ki dukaan kholni hai'. Wherever Congress party has gone, it has done the work of uniting people..."

Congress leader Rahul Gandhi addressing a public rally in Bhopal, Madhya Pradesh said, "We have competed against them (BJP) in Karnataka and Himachal (Pradesh), and now we will show them in Madhya Pradesh by securing 150 seats."

“After years of experience, a slogan has come out of the hearts of the people which has been going around in Madhya Pradesh of late, and that slogan is Congress aayi, tabhai layi (Congress came and brought destruction),” said Prime Minister Narendra Modi at a public rally at Barwani.

Rajasthan Chief Minister Ashok Gehlot has claimed that those behind Udaipur tailor Kanhaiya Lal's murder last year were "BJP people", who had been freed from police detention days before the incident under the party's pressure. He leveled the charge during a meeting here on Sunday with Congress leaders and workers ahead of the November 25 Rajasthan assembly polls. The Udaipur tailor was murdered on June 28 last year by two cleaver-wielding men who accused him of insulting Islam. The opposition BJP in the state dismissed the allegation and attributed the tailor's brutal murder to the failure of the Congress-ruled state government to contain communal incidents.

The Congress on Monday accused the Centre and the BJP of crushing the dreams and aspirations of India's youth. Congress president Mallikarjun Kharge, while referring to a recent incident in Telangana where a young woman climbed up an electricity pole and tried to convey something to Prime Minister Narendra Modi at a rally, said, "Young India is fed up with Modi government's rank betrayal."

"Congress spreads confusion, they are dishonest... Don't get fooled by them, it is Congress that is stopping the schemes which we started for the benefit of the public...," said Madhya Pradesh Chief Minister Shivraj Singh Chouhan.

The Congress said it is working unitedly to ensure its government is back in Rajasthan and alleged that a section of the "BJP-sponsored" media is spreading "canards" about the party's top leadership's activity in the desert state. The assertion came after some media reports claimed that Rahul Gandhi and other top Congress leaders are not focusing on campaigning in Rajasthan as compared to other poll-bound states.

- It also alleged that a section of the "BJP-sponsored" media is spreading "canards" about the party's top leadership's activity in the desert state.
- This comes following media reports claiming that senior Congress leader and Wayanad MP Rahul Gandhi and other top Congress leaders are not focusing on campaigning in Rajasthan as compared to other poll-bound states.
- Congress general secretary KC Venugopal took to microblogging site X, stating that that party president Mallikarjun Kharge, Rahul Gandhi and Priyanka Gandhi Vadra have campaigned several times in poll-bound Rajasthan, Madhya Pradesh, Chhattisgarh, Telangana and Mizoram.
- "A section of the BJP-sponsored propaganda driven media is spreading canards about our top leadership's activity in Rajasthan," he noted.

- The ruling BJP in Madhya Pradesh released its manifesto on November 11 for the upcoming assembly elections.
- The party has promised a multitude of things, including cooking gas cylinders at Rs 450 for beneficiaries of the Ladli Behna and Ujjwala' schemes, and free education up to the post-graduation level for girls from poor families.
- In addition, higher minimum support price (MSP) for wheat and paddy, houses for the beneficiaries of the Ladli Behna scheme, and free education up to Class 12 for poor students were among other salient promises.
- The manifesto has guaranteed an MSP of Rs 2,700 per quintal for wheat and Rs 3,100 per quintal for paddy.
- Meanwhile, the Congress has promised an MSP of Rs 2,600 for wheat in the state.
- The PM Kisan Samman and the CM Kisan Kalyan Yojana, under which farmers get a total of Rs 12,000 annually, would continue, as per the BJP manifesto.

- The Medchal constituency saw the second highest number of candidates with 116.
- The Narayanpet reported the lowest number of 13 contestants with 19 sets of nominations, as per the final nominations report as of November 10.
- The Sircilla constituency, represented by the BRS Working President and IT Minister KT Rama Rao, reported 36 candidates, while the Siddipet division witnessed 62 candidates filing nominations, including sitting MLA and Finance Minister T Harish Rao.

- Telangana's Gajwel constituency witnessed the highest number of 145 candidates, who filed 154 sets of nominations.
- The Bharat Rashtra Samithi (BRS) president and Telangana Chief Minister K Chandrasekhar Rao is seeking re-election from the Gajwel constituency.
- Bharatiya Janata Party (BJP) leader Eatala Rajender has also filed his nominations from the constituency.

- A total of 4,798 candidates filed 5,716 sets of nominations for the 119-seat Telangana Assembly ahead of the November 30 elections in the state.
- Nominations filings kicked off on November 3, when the gazette notification for the election was issued, and continued till November 10, the last day for submitting nominations.
- These nominations will be scrutinised today.
- November 15 is the last date for withdrawal of candidatures, according to the election schedule.

- Assam was one of the first states to roll out unconditional cash transfers, with the Orunodoi Scheme in 2020. The scheme provides Rs 1,250 per month to female beneficiaries for procuring essentials like medicines, pulses, fruits, and vegetables.
- The Mamata Banerjee government's Lakshmi Bhandar scheme, which was rolled out in 2021, provides a monthly allowance of Rs 500 to women from the general category, and Rs 1,000 to those from SC and ST categories. When West Bengal went to polls later that year, the scheme had already paid off with voters, as per poll analysts.
- Studies show that cash transfers and targeted programmes influence electoral behaviour, resulting in a substantial increase in voter turnout and can increase pro-incumbent voting choices.

- Unconditional cash transfers to women emerge as the defining trend in the ongoing assembly elections.
- The Ladli Behna Yojana in Madhya Pradesh, implemented earlier this year, provides a monthly aid of Rs 1,250 to female beneficiaries with a family income of less than Rs 2.5 lakh per annum.
- The incumbent Gehlot government in Rajasthan has made a pre-poll promise that every woman head of the family will receive Rs 10,000 a year if Congress is voted back to power in the state.
- On November 12, incumbent Chhattisgarh Chief Minister Bhupesh Baghel promised that if the Congress retains power in Chhattisgarh, the government will roll out an annual financial aid of Rs 15,000 for women in the state.
- "After the Congress government is formed again in Chhattisgarh, women in the state will be provided an annual assistance of Rs 15,000 directly into their bank accounts under the Chhattisgarh Gruha Lakshmi Yojana," the chief minister said in an interaction with the media on the occasion of Diwali.
