The AIADMK Government proposed to prepare a "Vision 2025 Document for Tamil Nadu" with a view to promoting inclusive growth.
The document would identify bottlenecks in development and prioritise certain critical infrastructure projects, state Governor SS Barnala said in his customary address to the assembly on Friday.
On the proposed Goods and Services Tax (GST) to be launched nationwide from April one 2012, Barnala said, "as sales tax is the main source of revenue for the state, this Government urges the Central Government to adopt an acceptable GST model which does not erode the State''s revenue".
He said the Government would lay special emphasis on ship-building industry to promote economic development along the eastern-coast.
As a first step, the Madurai-Aruppukottai-Tuticorin sector would be promoted as self-sufficient corrider to trigger industrial growth.
Alleging that the lack of power supply has badly affected the industry growth during the previous DMK regime, he said the AIADMK Government would come out with a "separate policy for promotion of renewable energy".
"Additional power generation through renewable sources of energy like wind, solar and biomass will be given special priority. This Government will also bring out a separate policy for promotion of renewable energy", he said.
