U.S. Vice President JD Vance says Moscow has dropped key demands, including installing a pro-Russian government in Kyiv, and agreed in principle to security guarantees for Ukraine. In return, Russia wants recognition of its control over the Donbas region, Ukrainian neutrality, and a NATO ban.
