On October 23, the U.S. reported for the first time evidence of North Korean troops in Russia, with at least 3,000 soldiers allegedly transported to Vladivostok in early October. These troops are undergoing training at various military sites in eastern Russia. This development arises amid the ongoing conflict in Ukraine, which began with Russia's invasion in February 2022. The Kremlin has previously dismissed claims about North Korean troop deployments as "fake news," while North Korean officials labeled them as "groundless rumors." British Defense Minister John Healey indicated that North Korea might be sending hundreds of troops to assist Russia. Ukrainian President Volodymyr Zelenskiy accused Pyongyang of preparing to send up to 10,000 soldiers. NATO’s Secretary-General warned that the involvement of North Korean troops would signify a significant escalation. In response to closer military ties between Russia and North Korea, South Korea is considering countermeasures, including potentially supplying lethal weapons to Ukraine.
