The petitioners had alleged contracts were awarded for the Games-related projects without following any procedure.

They also alleged that despite the hue and cry by the media over corruption in holding last year''s sporting event, the government agencies have not done much to book the corrupt and erring officials involved in the corruption.

The counsel, appearing for the petitioners, argued that despite 18 complaints and substantial evidence given to the Parliament Street police station, the Anti-Corruption Branch and CBI for registration of the FIR and prosecution of persons involved in committing irregularities, no FIR has been lodged.

He said these authorities were not replying to the status of the case even on plea under RTI.

CBI, however, contended the matter is being investigated appropriately and there is no hard and fast rule for registration of an FIR for probe into a complaint.

It also argued "the court has no jurisdiction to direct CBI to register an FIR".

The CBI counsel submitted some complaints have been received and some FIRs have been filed and some are about to be filed.

The Parliament Street police, on the other hand, said the inquiry has been kept in abeyance as the matter is being investigated by CBI.
