
During the enumeration phase of the special intensive revision (SIR) of electoral rolls that ended Friday, Uttar Pradesh reported a whopping 2.89 crore voters, or 18.7 per cent of its total electorate, as “uncollectable.” This includes deaths, voters who have shifted or registered elsewhere, absentees, untraceable individuals, and those who declined to sign or submit forms.
The number includes around 1.3 crore voters who have permanently shifted, according to sources cited in a Times of India report. About 45 lakh of them come under the ‘deceased’ category while 23 lakh voters were enrolled at two different places and declared the same during the exercise. About 9.4 lakh SIR forms remained unreturned and around 84.5 lakh voters were absent during the exercise.
With 90 per cent voter mapping completed, authorities made it clear that no further deadline extensions would be given, according to the TOI report.
Uttar Pradesh has more than 15.4 crore registered voters, and booth-level officers started distributing SIR forms on November 4. The enumeration process, initially set to end on December 4, was extended twice before concluding on Friday.
Uttar Pradesh chief electoral officer Navdeep Rinwa has said that the draft electoral rolls would be published by December 31, with the window for claims and objections to continue till January 30, 2026.
Meanwhile, from December 31 to February 21, 2026, decisions on enumeration forms and disposal of claims and objections would be done.
The final voter list for the state will be released on February 28, 2026.
Earlier, as many as 42,74,160 electors were removed from the electoral roll after the first phase of SIR process in Madhya Pradesh. The first phase of the SIR concluded in the state on December 18 and the first draft roll of voters was released on December 23 in which the said number of voters have been removed.
All the claims and objections will be resolved by February 14, 2026 and the final electoral roll will be published on February 21, 2026.
