As Bihar heads towards assembly elections later this year, the Election Commission (EC) is preparing to roll out a technology-driven version of voter ID cards. Once the ongoing revision of the electoral rolls is completed and published on September 30, the process of issuing these upgraded cards will begin.
What's different about the new Voter IDs?
These are enhanced versions of the existing Elector’s Photo Identity Card (EPIC). They will feature updated photographs submitted during the revision process and come with stronger safeguards. A key highlight is the addition of QR codes, which according to the Election Commission, will make duplication or forgery more difficult.
Importantly, voters will receive the card in two forms — the traditional physical copy and a digital version, ensuring more convenience and accessibility.
Understanding e-EPIC
The electronic format of the voter card, called e-EPIC, is essentially a secure PDF file. It cannot be edited and carries a QR code embedding critical details such as the voter’s part number, serial number, and demographic information.
Voters will be able to download it to their smartphones or computers. As the EC points out, both the digital and physical versions will be valid, giving people flexibility while casting their vote.
Why the rollout now?
Bihar has a voter base of 7.24 crore people, as per draft rolls published on August 1. With assembly polls due in October-November, the Election Commission says the new system is aimed at speeding up verification at polling booths, reducing impersonation, and improving the accuracy of electoral rolls.
How citizens will get their card?
According to the Election Commission’s rollout plan, first priority will be given to new applicants who filled Form-6 using a registered mobile number. They will be able to download their e-EPIC initially.
Existing voters will gain access in later phases after authenticating their registered numbers. Meanwhile, physical copies of the cards will continue to be delivered, with the EC promising quicker dispatch — within 15 days of application. Citizens will also be able to track delivery in real time via SMS updates or through the National Voter Service Portal (NVSP).
Why this matters?
The Election Commission explains that these changes are designed to cut down delays in issuing cards, curb fraudulent voting practices, and align elections with the broader Digital India drive.
The option of carrying a digital voter ID also ensures that even if a citizen forgets the physical card on polling day, they will still be able to prove their identity and exercise their franchise.
