Prime Minister Manmohan Singh, who is chairing the Planning Commission, is likely to push for a target of 10% average annual growth in the 12th Five Year Plan. However, that goal is based on optimistic assumptions, particularly on manufacturing.

According to the latest updates, sources said that several constraints are plaguing the domestic manufacturing sector and the Planning Commission panel has identified 12 constraints for action, out of which environment nod, land buy and industrial relations are the top constraints.

Sources said that the panel will submit a final report on manufacturing by November. The panel feels that the manufacturing sector needs to sustain high rate of growth. It must create 100 million jobs by 2025 and should have 25% share of GDP by 2025. It is also learnt that the panel inputs will contribute in formulating the 12th plan.
