Telecom policy still vague on 2G spectrum

Kabil Sibal's draft Telecom Policy 2011 makes an attempt to push the 14-player, 22-circle telecom industry towards a fixed mobile convergence to make available additional spectrum. However, it does not provide clarity whether there will be re-farming or auction of this spectrum, and how it affects operators as far as 2G players concerned.
