Karnataka Large and Medium Industries Minister MB Patil on July 17 said that a team of four ministers will discuss the draft bill mandating reservation for locals in the private sector with the Chief Minister.

The draft Karnataka State Employment of Local Candidates in the Industries, Factories, and Other Establishments Bill, 2024, mandates that 50 percent of management jobs and 70 percent of non-management roles be reserved for local candidates (Kannadigas). This bill has received backlash from industry leaders in the state.

Patil said that the issue has already been brought to the notice of the Chief Minister. "A team of ministers comprising the Law Minister, IT/BT Minister, Labour Minister, and myself will soon discuss the issue with the Chief Minister to resolve any confusion."

He assured that any confusion regarding the draft bill on quota for Kannadigas in private companies will be resolved amicably.

Responding to queries from reporters regarding dissatisfaction expressed by leading industry experts about the draft bill, Patil said that the interests of both Kannadigas and industries will be protected.

"The content in the draft bill regarding providing reservations to Kannadigas in managerial posts is advisory in nature, and industry stakeholders need not have any apprehension," Patil said.

The draft bill states that when two equally qualified candidates are eligible, industries should prioritise appointing locals, but this is merely advisory, he said.

"There is no doubt that protecting the interests of Kannadigas is of paramount importance. However, industries also need to thrive. It should be a win-win situation for both. Keeping this in mind, any confusion will surely be addressed," he said.

"If necessary, we will also hold consultations with industry stakeholders," Patil siad. The government will also take measures to upskill locals, the Industries Minister added.

In a post on X (formerly Twitter), Patil said, "Karnataka is a progressive state, and we cannot afford to lose this race of industrialisation of the century. We will make sure that everyone's interests are safeguarded. Industries are assured that they need not have any fear or apprehensions and can rest assured."
