
Prime Minister Narendra Modi is set to make a historic landing on a highway Emergency Landing Facility (ELF) in Assam’s Dibrugarh district on February 14, as part of a packed day-long visit that will see the inauguration of key infrastructure projects across the state.
Announcing the visit, Assam Chief Minister Himanta Biswa Sarma said the Prime Minister will travel from New Delhi to Chabua Air Force base before heading to the Moran ELF.
“The PM will be flying from New Delhi to Chabua Air Force base on Saturday morning. From there, he will take a flight and land at the Moran ELF in the district,” Sarma said.
The Prime Minister will witness a major Indian Air Force (IAF) airshow at the newly developed highway strip. Around 16 fighter aircraft are expected to either land or conduct fly-pasts within a span of 30 minutes.
“Rafael, Sukhoi and other IAF aircraft will take part in the airshow, and many of the fighter jets will also land at the strip. This will be the first such elaborate exercise on an ELF,” Sarma added.
The Moran ELF, built under the Dibrugarh–Moran National Highway project in coordination with the IAF, stretches across 4.2 km between Moran and Demow. Sarma had earlier said the facility would boost national security and disaster preparedness in the region.
After the airshow, Modi will depart from the highway strip for Guwahati.

Detailing the itinerary, Sarma said, “Prime Minister Narendra Modi will visit Assam on February 14. He will directly go to Chabua airport from Delhi. He will start his journey from Delhi at 7:15 am on February 14 and will reach Chabua airfield at 9:50 am. He will come to Moran from Chabua at 10 am and will land at Moran's advanced field. Several fighter aircraft will conduct an airshow, and several will be landed on the road. After that, he will come to Guwahati airport at 12-30 pm.”

In Guwahati, the Prime Minister will inaugurate the Guwahati–North Guwahati bridge over the Brahmaputra River and inspect the structure.
“At 1 pm, he will inaugurate the Guwahati-North Guwahati connecting bridge (constructed on the river Brahmaputra), and simultaneously, he will inspect the bridge. It is not only a bridge, but it is also an architectural marvel achieved by our local PWD engineers,” Sarma said.

From Lachit Ghat, Modi will inaugurate the temporary campus of IIM Guwahati at Bongora IT City. The land for the permanent campus has already been allocated at Palasbari. He will also inaugurate an AI-enabled hyperscale data centre developed by NIC at Amingaon and flag off 100 electric buses for Guwahati.
“The Prime Minister will also dedicate 100 EV buses to Assam,” Sarma said.
Later in the afternoon, Modi is scheduled to address a ‘BJP Booth Sanmilan’ at Khanapara field.
“At 2 pm, he will reach Khanapara, where the Prime Minister will address a Booth Sanmilan, where around 1 lakh BJP booth-level karyakartas will be present. Assam BJP has 7 lakh dedicated members. The Prime Minister will leave for New Delhi on the evening of February 14,” Sarma added.
The visit comes ahead of the Assembly elections likely in March–April and marks Modi’s third trip to Assam in the past three months.
On a separate issue, Sarma described a recent Supreme Court order on eviction drives as a “historic victory” for the state. He said the apex court has upheld the government’s right to conduct evictions in forest areas subject to a committee’s review.
“If land falls under the forest area then the committee will give speaking order and the state government can conduct eviction within 15 days,” he stated.
According to the Chief Minister, eviction drives in Sarupathar, Daiyang, Nambor reserve forest, Goalpara and Nagaon have freed 1,25,326 bighas of forest land so far. “If we take the revenue department figures, then it will become more than 1.60 lakh bighas of land,” he added.
