On condition of anonymity, another member told NDTV-Profit that the clearance for the terms of reference will come very soon. Moneycontrol can’t verify the above-stated claims. It should be noted that there were reports earlier this year that the terms of reference were said to get clearance by March-end.
Why terms of reference are so important?
Terms of reference are critical for the CPC as they define the framework of the commission. Once the TOR are approved, the Centre can move on with formally constituting the Eighth Pay Commission. Previously, the CPC was expected to be constituted in first week of April, 2025. But now, with the delay, the report submission is likely to be pushed beyond March, 2026 timeline. Usually, the pay commissions have taken roughly around 12 months to complete their reports. Back in March, the finance ministry had said that ‘some inputs’ were pending. After the TOR is approved, the Centre will issue notification.
