The Employees’ State Insurance Corporation (ESIC) has recruited 451 insurance medical officers by leveraging the Union Public Service Commission’s (UPSC) Pratibha Setu portal, according to an official announcement made on Thursday.
The selected candidates were drawn from the disclosure lists of the Combined Medical Services Examinations (CMSE) 2022 and 2023, which contain the details of individuals who successfully cleared all stages of the UPSC examination process but were not included in the final merit list.
Previously known as the Public Disclosure Scheme (PDS), the initiative has now been revamped and renamed as Pratibha Setu — short for Professional Resource And Talent Integration – Bridge for Hiring Aspirants. It aims to connect organisations with high-performing UPSC candidates who, despite clearing preliminary and main exams as well as the interview stage, fall just short of final selection.
These non-recommended yet willing candidates opt to have their details shared with prospective employers, including central government agencies, public sector units, and verified private sector organisations.
“Every year, many bright candidates clear the toughest stages of the UPSC examination but narrowly miss the final merit list. Pratibha Setu offers a structured way to bring their talent into the service of the nation through other credible avenues,” said UPSC Chairman Ajay Kumar.
Describing the platform as a vital “bridge” between top talent and hiring institutions, Kumar added, "It is a shared step forward in ensuring that talent finds its rightful place."
Second Pathway for UPSC AspirantsThe disclosure lists include short biodata, percentile scores, academic qualifications, and other relevant information. These profiles are accessible to registered employers seeking qualified candidates for various roles.

The initiative was initially launched as PDS on August 20, 2018, with the first disclosure list issued for the Combined Medical Services Examination 2017. Since then, it has evolved into a formalised platform aimed at expanding job opportunities for high-performing, non-recommended candidates beyond UPSC appointments.
With the involvement of ESIC and growing participation from both government and private employers, the Pratibha Setu portal continues to gain momentum as a valuable talent pool for India’s workforce.
